About The Position

An Associate Director of Property Management (ADPM) provides a high-level of direction, guidance, and supervision to a team of Portfolio Managers that directly oversee CCH assigned properties. The ADPM also serves as a subject matter expert in various areas of Property Management. Key areas of responsibilities include Fiscal Management, Resident Management, Employee Supervision, Community Outreach, and a strong understanding of Internal Partner collaboration. This role requires frequent local travel and may require occasional national travel.

Requirements

  • Four or more years of Property Management supervisory experience and/or training or equivalent combination of education and experience
  • Two or more years of multi-family residential management experience – minimum two years of Affordable Housing experience
  • Tax Credit Specialist or Certified Occupancy Specialist certification required
  • Current knowledge of Fair Housing laws; and certified
  • Demonstrated competence with Microsoft Word, Excel, Outlook and such property management software as MRI, Boston Post preferably Yardi
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manual
  • Ability to write business professional reports and correspondence, e.g. letters to tenants
  • Ability to take direction and follow through to achieve measurable results
  • Provide excellent customer service to internal and external stakeholders, ensuring their needs are met and their concerns are addressed promptly and professionally
  • Ability to communicate effectively, problem-solve, and build positive relationships
  • Proven track record of making sound decisions that optimize property performance, financial outcomes, and tenant satisfaction

Responsibilities

  • Contribute to caring and positive working and living environments for all employees and residents
  • Under the supervision of the Director of Property Management, the ADPM oversees the overall operations of CCH properties in compliance with all local, state, and federal regulatory agencies and entities.
  • High level of staff management and leadership, including recognition, performance management, improvement plans and disciplinary actions
  • Lead Portfolio Managers and support all aspects of the operation of CCH properties through ongoing development of the team and succession planning; ensure regular check-ins with all direct reports
  • Supervise, participate, and support in the hiring process, including submission of requisition, candidate selection, interviewing, and onboarding in collaboration with the hiring manager and the HR team
  • Visit properties on a regular basis and maintain open communication with on-site team members
  • Take a leadership role in the resolution of communication issues with staff and residents. In addition, having a high level of customer service to de-escalate resident complaints/concerns and have a proactive approach to resolution
  • Assist in the review of NOI on all properties to assure effective expense control and operating costs
  • Ensure unit vacancies meet CCH’s parameters and standards
  • Maintain a working partnership with local community groups including government officials, law enforcement and fire safety professionals
  • Partner with the local Housing Authority and schedule regular meetings to ensure a solid applicant pool
  • Lead discussions with external partners to support other communities and the Portfolio Managers
  • Support Company Goals and Objectives
  • Management and oversight of the KPI’s (Key Performance Indicators) and ensure targets are being met
  • Have a solid understanding of the subsidy collections, rent changes and interim process to ensure timely collection and management of delinquencies
  • In collaboration with Compliance, monitor and manage rent increases
  • Ensure timely and accurate re-certifications of your communities, both interim and annual
  • Have a strong understanding of Yardi system and process, including close outs
  • Review monthly variance budget reports, watchlist property reports, annual budget preparation and monitor fiscal status of the property
  • Review and approve, proposals for capital needs, to ensure they are consistent, provide a summary and a suggested vendor to complete the project
  • Thorough knowledge of all regulatory agencies’ requirements in assigned communities
  • Prepare and plan for regulatory inspections to include MOR/TCAC audits and prepare responses timely
  • Support and collaborate with your Portfolio Manager to provide additional support to communities preparing for Audits/Inspections to include file reviews and inspection plan
  • Ensure properties are compliant with fire and safety codes, hazardous materials regulations, and OSHA, if needed have the ability to response to external agencies and ensure the completion of repairs and permit issuance
  • Lead the high vacancy call to support the Portfolio Managers
  • Ensure incident reports are completed and submitted within 24 hours of incident. Notify the Director of Property Management per escalation policy. Include, employee accident reports, following policies and procedures, ensure timely notification to Director of Property Operations and appropriate internal departments
  • Collaborate with Risk Management to ensure proper insurance protocols are followed. Schedule site walk with Facilities and partner on repairs needed
  • Partner with the internal Legal team to process legal notices, stipulations and eviction. Ensure collaboration with Services, to include notification of any lease violations and/or legal action.
  • Respond to outside council, attend hearings and/or court dates with or without your Portfolio Manager present
  • Conduct performance reviews; meet with staff monthly to provide performance feedback and, as developed in partnership with HR, quarterly submission in the Performance Review system
  • Manage, Supervise and Complete required company specific training within designated time frame, participate in committees and feedback groups on process improvements and our policy creation
  • Build strong relationships with your Internal Partners
  • Other duties as assigned
