Raytheon – Naval Systems & Sustainment (NSS) / Ship Systems Integration & Sustainment (SSI&S) is looking for an Associate Director, Program Management candidate. The candidate would be responsible for the Chesapeake Depot Site Executive (Lead) leadership, along with the Senior Program Management responsibility of both the Chesapeake Virginia and San Diego (Balboa Ave.) Depot Programs. Beyond a strong Depot Site Executive (Lead) and Program Management background, the candidate must demonstrate a strategic vision, financial and business acumen, and proven ability to manage and navigate complex challenges in a dynamic Depot repair / fabrication environment. This position will report to the Director of Ship Systems Integration & Sustainment (SSI&S). This is an onsite position at our Chesapeake, VA facility

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 12 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 10 years’ experience
  • Prior experience leading cross functional Teams (i.e.: Engineering, Quality, Finance etc.)
  • Prior experience with profit and loss (P&L)
  • Prior experience with Financial Management systems/tools
  • Experience with proposals and generating Basis of Estimates (BOEs).
  • Prior Leadership/Management experience
  • PMP Certification or Program Management Level 5 Certification or equivalent.
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Security Clearance Type: Secret - Current Security Clearance Status: Active and existing security clearance required on day 1

Nice To Haves

  • Managed Earned Value (EV) programs and complex schedules, using Microsoft Project and related tools.
  • Experience with Jira, Customer Oriented Results and Excellence (CORE), and RTX Lifecycle Program Management (RLPM).
  • Proficient in Microsoft 365 Office suite.
  • Experience managing cost, schedule, and technical performance for programs.
  • Experience with business and/or program management tools or systems.
  • Demonstrated success creating and maintaining strong relationships with suppliers, internal / external customers, government representatives, and peers.
  • Strong relationship-building and communication skills across functions, leadership levels, and customer groups, with meticulous attention to detail and a drive for excellence.
  • Well-organized with the ability to prioritize and manage multiple projects.

Responsibilities

  • Establish strong partnership with RTX Facility Security Officer (FSO) and local Government DCSA representative.
  • Ensure Site / Raytheon maintain a system of security controls in accordance with the requirements of the NISPOM.
  • Appoint an FSO and Insider Threat Program Senior Official (ITPSO) in writing for the Chesapeake Site.
  • Remain fully informed of the facility’s classified operations.
  • Make decisions based on classified threat reporting and their thorough knowledge, understanding, and appreciation of the threat information and the potential impacts caused by a loss of classified information.
  • Retain accountability for the management and operations of the facility (or legal entity) without delegating that accountability to a subordinate manager.
  • Annually certify to DCSA, in writing, that a self-inspection was conducted, that other Key Management Personnel (KMP) were briefed on the results of the self-inspection, that appropriate corrective actions were taken, and that management fully supports the security program at the cleared facility.
  • Complete annual security training.
  • Be listed on the KMP list.
  • Maintain eligibility for access to classified information at the level of the Facility Clearance Level (FCL).
  • Chair the Chesapeake Business Resilience and Crisis Management (BRCM) Site Council Team & Incident Response Team.
  • Chair Safety Committee, Emergency Response Team, and Recreation Committee Site Teams.
  • Establish and work with Site cross functional leadership Team consisting of Facilities, Security, Quality, Engineering, Logistics, Environmental Health and Safety (EH&S) and Operations.
  • Ensure all Site command media is up to date, approved and accurate
