About The Position

The Presidio Trust is seeking an Associate Director of Construction Management to join its Capital Projects Department. The Presidio Trust is an innovative federal agency responsible for preserving and sharing the Presidioa 1,500-acre national park site at the Golden Gate that blends rich history, cultural significance, and extraordinary natural beauty. Once a military post under three flags and the ancestral homeland of the Ramaytush Ohlone, the Presidio is now one of the most biologically diverse parks in the nation and a vibrant destination with beaches, museums, trails, homes, and workplaces. Reporting to the Director of Capital Projects, the Associate Director of Construction Management provides leadership, oversight, and management of the Presidio Trusts construction capital program, which includes landscape, building, and infrastructure (LBI) projects ranging in size from $10,000 to $100 million. The position ensures successful execution of multiple concurrent projects through program-level governance, policy implementation, quality assurance, risk management and portfolio-level performance oversight. In collaboration with other Trust Departments, the Associate Director develops, implements and enforces policies, procedures, standards, and best practices to promote efficient, high-quality, and cost-effective construction projects. The position works closely with LBI asset managers to ensure that the Trusts mission, strategic goals, and core values are consistently incorporated into the construction of Presidio capital projects. With a small, but mighty team, the Associate Director needs to be willing to jump in and support the team as needed, including being in the field as required. This is a full-time position with benefits and a starting pay range of $183,907 to $202,299, based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by March 27, 2026 will receive first consideration.

Requirements

  • Bachelors Degree from an accredited four-year college or university, in architecture, landscape architecture, engineering, construction management, or a related field, or an equivalent combination of education and experience that demonstrates the knowledge and skills necessary to perform the required work.
  • Minimum of 15 years of progressive responsibility in project or construction management, including office and field experience during construction phase, with at least five (5) years in a leadership or managerial capacity over a diverse team.
  • Demonstrated knowledge of all phases of project lifecycle in the built environment and experience overseeing multiple simultaneous capital projects ranging from $10,000 to $ 100 million.
  • Proficiency in preparing, reviewing and managing preliminary and detailed construction documents, schedules, budgets, cost estimates, technical analyses, and reports.
  • Ability to read, interpret, prepare, and annotate maps, construction documents and technical reports in multiple formats.
  • Strong written and oral communication, organizational, supervisory, and planning skills, with the ability to build and maintain positive relationships with agency staff, internal and external stakeholders, tenants, regulators, municipal officials, and utility companies.
  • Ability to work effectively with design and engineering professionals, cost estimators, contractors, field superintendents and other construction personnel.
  • Skilled in conflict resolution, negotiation and contract administration with external vendors, service providers and contractors.
  • Ability to provide leadership, mentorship, and constructive feedback to staff at all levels, and to identify, implement, and refine team structures to achieve program objectives efficiently.
  • Proficient in Microsoft Office (Word, Outlook, PowerPoint and Excel), Adobe Acrobat and project management software including MS Project and Bluebeam.
  • A valid, current California Drivers license.

Nice To Haves

  • Masters or higher degree in architecture, landscape architecture, engineering, construction management, or a related field.
  • Project Management Professional (PMP), Construction Management Certificate, or equivalent.
  • Professional license/registration in architecture, civil engineering or landscape architecture, valid and in good standing with a state or federally sanctioned authority.
  • LEED Accredited Professional (AP) issued by U.S. Green Building Council.
  • Experience working for a public agency or managing public agency sponsored projects.
  • Experience managing construction across a wide range of project types, including buildings, utilities, public spaces, remediation projects.

Responsibilities

  • Provide leadership and oversight of construction management staff responsible for managing multiple simultaneous capital projects ranging in size from $10,000 to $100 million, including periodic field engagement to support staff and ensure project success.
  • Direct and coordinate the planning, execution and delivery of building, landscape, and infrastructure rehabilitation projects from pre-construction through project closeout.
  • Supervise and mentor construction management staff consistent with agency policies, directives, and applicable law, fostering a respectful and supportive work environment that emphasizes technical excellence, creative problem solving, effective communication, customer service and collaboration.
  • Foster and maintain positive relationships with internal and external stakeholders, representing the Trust on construction management and project implementation issues to senior management, public agencies, regulators, vendors, tenants, and the public.
  • Develop, implement and enforce construction management policies, procedures, standards, and best practices to ensure efficiency, reliability, cost-effectiveness, and compliance across the construction management program.
  • Report regularly to the Director of Capital Projects and executive leadership on portfolio performance, including projects status, schedules, budgets, trends, and risks. Formulate strategies to manage and mitigate program-level challenges.
  • Provide updates on construction progress, milestones, sustainability progress, and other relevant information to project sponsors.
  • Assist in formulating and updating annual work plans, balancing staff resources and workload to achieve objectives, and adjusting assignments and resources as needed to meet program goals.
  • Ensure consistent application of quality control, document management, and compliance procedures across pre-construction, construction, and close-out phases.
  • Serve as senior construction advisor or program manager on the Trusts most complex or high-visibility capital projects, providing expertise and guidance to project teams, and direct project support, as needed.
  • Ensure all projects are executed in compliance with approved budgets, schedules and quality standards, and in accordance with agency policies, procedures and construction management protocols.
  • Ensure all necessary regulatory approvals, Trust issued permits, and other licenses are obtained and requirements are satisfied.
  • Guide project teams in developing budgets, schedule forecasts and risk registers, providing program-level oversight to ensure accuracy and alignment with Trust objectives.
  • Oversee the performance of contractors, consultants and technical specialists, monitoring cost, schedule, changes, and construction quality to ensure successful project delivery and that project requirements are met.
  • Interpret and explain construction plans, specifications, and contract terms to staff, contractors, and project sponsors, providing guidance to resolve constructability and operational issues.
  • Lead pre-construction planning and constructability reviews, coordinating internal and external stakeholders on project requirements, logistics, communication plans, staging, access, and permitting.
  • Collaborate with Procurement and contracting staff on solicitation, selection, contract administration, and performance monitoring, including contract modifications, payment approvals, and dispute resolution.
  • Implement and maintain integrated project controls and documentation systems to ensure consistent processes, quality and audit readiness.
  • Drive continuous improvement initiatives in construction management practices, processes, and reporting to enhance efficiency, quality and effectiveness across the program.
  • Perform other duties as assigned.
  • Directly supervises and mentors up to five employees (may increase further depending on Trust workload). Carries out supervisory responsibilities in accordance with the organizations policies, directives, and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; fostering continuous improvement and staff development; scheduling time off; rewarding and disciplining employees and addressing complaints and resolving problems.
