About The Position

To provide leadership and supervision to the Behavioral Health Department. The Associate Director of Behavioral Health collaborates with ECSs finance, development, and other program and administrative staff to ensure effective service delivery, sufficient funding, and sound financial management. The Associate Director represents ECS to public agencies, community groups, and cooperating organizations on matters affecting services delivery. The Associate Director carries lead responsibility day-to-day management of the START team maintaining positive collaborative relationships with contracted host shelters; ensuring compliance with city contracts and the team meeting their Medi-Cal Units of Service. The Associate Director of Behavioral Health provides clinical consultation and leadership and will act as a resource to ensure that all shelter clients have the unique clinical services, resources and support needed. The Associate Director of Behavioral Health reports to the Director of Behavioral Health and serves as a member of ECSs management team.

Requirements

Masters degree in social work or related field, with LCSW, LMFT or PsyD licensure required.
At least five years of progressive experience in human services administration.
Experience in service delivery to homeless and other very low-income families and individuals.
Knowledge of and commitment to harm reduction practices.
Working knowledge of funding sources, both public and private.
Ability to maintain focus on organizational vision while attending to necessary and appropriate details.
Excellent written, verbal and interpersonal communication skills.
Collaborative work style, initiative and flexibility.
Financial management competence, personnel management skills, and computer proficiency.
Commitment to ECSs mission and to its organizational values.
Highest integrity
At least 5 years of leadership experience supervising staff to include: selection of staff, training, development, performance evaluations, progressive discipline, taking appropriate disciplinary action and knowing when to partner with Senior Leadership and Human Resources.
Must secure finger image screening and annual TB screening.
Must be able to meet physical requirements of the position which may include long periods at a desk and/or computer workstation, daily travel to various sites, and lifting of up to 25 lbs.
Must be available to work nights and weekends, as needed, for special events.
Must abide by ECS policy and procedures, including confidentiality.

Responsibilities

Advises the Director of Behavioral Health and Chief Program Officer on clinical service analysis, goals and objectives.
Collaboratively works with ECSs CFO, finance staff, and the Director of Behavioral Health to develop budgets and ensure responsible and effective financial management of the START team.
Collaborates with the Director of Behavioral Health and the ECS Development team for fund development from private and public sources, researching and writing proposals, and negotiating and reporting grants and contracts, directly and collaboratively with ECSs Development Department, Finance Department and the Chief Program Officer.
Maintains productive working relationships with key private and public funders.
Ensures full compliance with contracts and regulatory agreements.
Supervises and supports 5.0 FTE BHS Clinician IIs who provide full scope Mental Health services, including those billable to Medi-Cal and those not billable, across shelter sites and Behavioral Health Clinician Is who provide drop-in support, occasional services, triage/intake and community education within Mode 45.
Leads the analysis and implementation of quality, effective Medi-Cal billable clinical services in shelters.
Works with Human Resources to recruit, hire, train and progressively discipline, as necessary, licensed Behavioral Health Clinician IIs and Behavioral Health Clinician Is.
Works closely with the Administrative Assistant/Quality Assurance Specialist to ensure that all Medi-Cal billable UOS and all contract objectives are met annually.
Creates and maintains data systems and tracking tools to monitor billable UOS productivity and AVATAR submissions.
Collaborates with the Administrative Assistant/Quality Assurance Specialist on producing timely monthly, quarterly and annual reports and in meeting all contract deliverables.
Attends the CBHS Mental Health Contractors [monthly], CBHS Providers [monthly] and other meetings related to DPH Medi-Cal policy and procedure, as required.
Follows and implements all applicable policies and procedures of Episcopal Community Services.
In collaboration with the Director of Behavioral Health, oversees policy development and updates regarding Medi-Cal certification and recertification issues.
Ensures clinical supervision and BBS group supervision requirements.
Provides individual weekly clinical supervision to the licensed Behavioral Health Clinicians in accordance with BBS standards.
Ensures the provision of professional, accessible and culturally relevant behavioral health support, advocacy, linkages and creation of care plans in order to guide participants through a process of self-directed goal setting that builds upon participants strengths and talents.
Leads the processes required to ensure that all Behavioral Health staff are meeting their UOS goals. Manages the creation of individualized plans for staff struggling to meet their productivity goals to include: refresher training; shadowing with high-performing staff; scheduling one-on-one supervision; identifying relevant DPH trainings, etc.
Ensures clinical staff are skilled and trained in the areas of Medi-Cal billing; medical necessity; assessments; treatment plans; AVATAR progress notes; ANSA, etc.
Provides weekly, monthly and annual reports to the Director of Behavioral Health, Chief Program Officer, CFO and Executive Director related to UOS productivity.
Monitors and ensures PURQC reviews of client cases at one-year anniversaries leading the SF-START PURQC Committee.
Performs other duties as required.
