We have an exciting opportunity for a Associate Director, Global Trade who will manage export/import licensing and compliance activities within Raytheon’s Naval Power (NP) business. This position will be expected to provide strategic oversight, guidance, leadership, and management of teams and programs within the NP portfolio in connection with all facets of export/import authorizations activities including under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), respectively. You will also be responsible for contributing to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics as well as collaborate closely with cross-functional groups across the organization and championing compliant business practices in the intricate landscape of export and import regulations.

Requirements

  • Typically requires University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience
  • Experience in drafting and submitting Department of State and Department of Commerce license and agreement applications and other authorization requests
  • Currently designated as an Empowered Official
  • Experience with DECCS, SNAP-R, OCR EASE, and/or other automated licensing and compliance systems and/or resources
  • Experience directly supervising Global Trade team

Responsibilities

  • Serve as Empowered Official
  • Supervise a team of Global Trade (GT) professionals, providing support, guidance, and career growth/development
  • Develop export/import licensing plans and provide guidance for complex licensing strategy and program planning
  • Act as subject matter expert in ITAR and EAR export authorizations requirements, including preparing, submitting, tracking, obtaining, activating and managing all necessary export and import licenses, permits, and certifications from the U.S. government – to include Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLAs) and other export license authorization types by: Working closely with internal customers to develop export and import approvals that allow for the efficient export of technology, technical data, hardware, and services Collaborating on commodity jurisdiction , classification and advisory opinion requests, and investigation and disclosure processes Ensuring review of the scope of the effort with the applicable functions, stakeholders and the foreign parties prior to submittal, Obtaining signed agreements and other required documentations from foreign parties (e.g., DSP-83s, ITAR NDAs, etc.) as applicable, Providing status updates to the programs/stakeholders for awareness, Reviewing approvals to ensure execution and deliverables are considered, Responsible for managing day-to-day execution of agreements and licenses, ensuring compliance for all activities under the agreements and licenses, and Monitoring authorizations for any changes affecting the authorizations and taking action upon knowledge of the change
  • Assuring regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions
  • Provide day-to-day guidance, training and support to program personnel on export licensing and compliance needs (e.g., releasability, etc.).
  • Interpret and explain export compliance requirements such as license/TAA provisos, export regulations, and Raytheon export policies and procedures
  • Contributing to learning and audit assessment programs to ensure implementation and effectiveness of internal controls
  • Assisting in identifying and reporting compliance concerns and identifying errors/areas requiring improvement and implementing corrective actions to resolve problems
  • Supporting management in investigating and resolving compliance matters, audits and investigations; Contribute to key global trade compliance infrastructure elements including people, processes/procedures, automated solutions/tools, training, and metrics
  • Recruit and lead professional development of high performing Global Trade licensing staff
