For over 70 years, RTX BBN Technologies (BBN) has solved challenging problems through research, exploration, development, and prototyping. BBN’s Non-Kinetic Capabilities and Technologies (NCT) team leverages computer science, computer engineering, electrical engineering, math, and physics to tackle customer challenges in electromagnetic warfare (EW), communications, cybersecurity, cyberspace operations, networking, and RF domains for the U.S. Department of War (DoW) and Intelligence Community (IC) customers. BBN is looking for an excellent forward-thinking candidate to drive our strategic growth and transition in these areas specifically at the integration points for EW-enabled cyber and cyber-enabled EW; integrated battlespace applications; resilient cyber-physical systems and software; and the intersection of quantum, cyber, and RF. You are the ideal candidate if you are a recognized thought leader in these areas for DoD and IC capabilities; you are a strong writer, communicator, and strategic thinker; you can identify and forge connections between stakeholder opportunities and our technical teams’ capabilities; you have a strong technical background in these areas; and you desire an opportunity to pursue external funding from government research agencies (e.g. DARPA, IARPA, DoD Service Labs, IC research and development organizations) to help further U.S. National Security Objectives.

Requirements

  • An MS or higher in Science, Technology, Engineering, or Mathematics (STEM) with 12 years of prior experience in related technology fields.
  • Experience in U.S. government technology transition particularly for enhancing platform survivability, and identifying future technology investment opportunities relative to business unit technologies and innovative solutions.
  • Experience developing technology maturation and transition roadmaps based on a thorough understanding of Joint military operational scenarios and challenges
  • Experience writing and reviewing classified government research funding proposals in relevant areas.
  • Experience conducting and coordinating highly technical, R&D teams, including working across OSW organizations (SCO, DARPA, etc) and service component labs.
  • Strong verbal and written communication skills in relevant technology topics.
  • Active TS clearance.

  • Ability to oversee and drive a strategic implementation plan that achieves business growth goals.
  • Experience as Chief Engineer or other senior technical role in research and development of Cyber/EW capabilities.
  • Demonstrated ability to manage communications with key stakeholders including senior executive leaders across the Department of War, Intelligence, and industry.
  • Experience monitoring cross-disciplinary, multi-portfolio projects in relevant technology areas.
  • Active TS/SCI security clearance.

Responsibilities

  • Develop and lead the business unit’s transition with support from technical and programmatic leadership.
  • Transition Planning: Define the multi‑year technology transition strategy in partnership with NCT technology area leads and business unit leaders. Translate RTX corporate objectives into a prioritized portfolio of NCT transition initiatives, to include identifying and coordinating strategic demonstrations of NCT technologies.
  • Stakeholder & Sponsor Management: Act as the primary liaison between business sponsors, delivery teams, external vendors, and regulatory bodies. Facilitate executive workshops, road‑show presentations, and status briefings that secure buy‑in, resolve conflicts, and keep momentum. Regularly communicate and engage with customers to help identify and connect opportunities with innovative technical capabilities and potential solutions.
  • Talent Development & Team Leadership: Build, mentor, and retain a high‑performing team of architects, program managers, engineers, and researchers. Foster a culture of innovation, data‑driven decision‑making, and continuous innovation. Support proposal writing and processes through the shaping of win themes, innovations, operational impact, and focus on customers’ most pressing uses cases.
  • For select projects targeted for transition, will direct phases of program maturation from inception through completion. Oversee and coordinates the administrative and operational aspects of ongoing projects within program guidelines. Liaise project teams and prepares proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Review project and budget status, manage schedules and prepare reports. Monitor and assess project issues and develop resolutions to meet productivity, quality, and customer-satisfaction goals and objectives. Represents RTX as the primary customer contact for projects. Direct the work of employees assigned on projects in technical, and administrative areas. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. testing and development. Meet transition program schedules and budgets. Provides input to the integrated master schedule for project(s). Interface with larger RTX enterprise and associated business units (Pratt and Whitney, Collins Aerospace, Raytheon) to help shape their technology roadmaps, identify transition opportunities, and drive maturing research capabilities into RTX product lines.
