About The Position

United Way Miami, Inc. is hiring an Associate Director, Early Head Start Child Care Partnership to join our team. As an Associate Director, Early Head Start Child Care Partnership, you will provide support to Early Head Start Child Care Partnership (EHS-CCP) Site Directors, Resource Specialists, and Intervention Specialists in the implementation of high-quality teaching practices in all Infant and Toddler classrooms under this program, utilizing the baseline comprehensive competencies for educators of infants and toddlers. The Associate Director has the overall responsibility for assisting in the monitoring and implementation of the strategies that ensure these experiences are based on optimal support for infants and toddlers and their families. Requirements

Bachelor’s Degree in Early Childhood Education, Program Administration, Family Studies, or related field. Master’s Degree preferred. 15 Professional Development (In-service) hours per year, including CPR.
At least 3 years of experience administering and supervising staff assisting programs in the improvement of services to families and children.
Proficiency with using word-processing software in a Windows environment, familiarity with spreadsheet software and relational database commands, and reports. Knowledge of modern web browsers.
Must be knowledgeable of local, state, and federal child care licensing requirements. Must be knowledgeable of basic principles and practices of program management and staff supervision; Knowledge of Early Head Start programs and Performance Standards. Knowledge of budgeting and fiscal planning; Ability to gather and analyze data and write concise, accurate reports as well as grant applications; Ability to utilize and provide reflective supervision; Ability to process and protect confidential information in a professional manner. Able to understand, analyze, interpret, and develop policies and procedures according to government mandates and organizational practices. Must have excellent command of the English language and grammar, both written and verbal.

Responsibilities

In collaboration with the EHS-CCP Senior Director, participates in the development and execution of long and short -range goals for UW Early Head Start Child Care Partnership, specifically.
In collaboration with the EHS-CCP Senior Director, develops grantee policies and procedures related to the Education and Child Development Program Services and Additional Services for Children with Disabilities.
Oversees the collection and timely reporting of data, including the Early Head Start PIR, the Monthly Management Report, Child Outcomes, and ChildPlus
Assists in the development of the Early Head Start Five-Year Re-Application and all continuation applications. Coordinates the development and implementation of special program/project events/reports such as the Early Head Start Annual Self-Assessment, the Federal Peer Review, and other Early Head Start requirements.
Facilitate Quality Improvement Planning and other follow-up meetings with Early Head Start Child Care Partners’ program directors to review findings and develop plans for correcting non-compliances or deficiencies.
In collaboration with the EHS-CCP Senior Director, participates in planning and development of the new program initiatives and special projects.
Stay informed about all regulations, Program Information, and information memoranda related to the Early Head Start program. Ensure that partners receive and review these materials every month. Assist partners in developing procedures based on this guidance.
Oversees development and implementation of the School Readiness Plan and tracks progress for all sites assigned within the Partnership.
Develop Annual Work Plans for the area of Early Education and Early Intervention, as well as the School Readiness area for children 0-36 months.
Assumes the responsibilities of the Senior Director in his or her absence.
Responsible for Performance Management plans for all supervisees.
Responsible for approving Time and Attendance in a timely manner for any hourly staff directly under his/her supervision.
Include progressive counseling, as needed, ensuring that UWM, EEOC, federal, state, and local guidelines are adhered to.
Develop strategies that support retention and team building through all divisions’ communication systems and staff meetings.
Manages staff, consumers, and general public grievances according to policies and procedures
Responsible for tracking the implementation of strategies to meet Program Goals.
Monitors the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings, and review of files and documentation.
Carries out the function delineated in procedures for staff grievances.
With the assistance of the UW People & Engagement Department, hires, and if necessary, separate employment with staff, complying with applicable laws, regulations, Personnel Policies and Procedure assures parent input into the hiring and/or separating employment of staff prior to seeking their approval for the personnel action.
In collaboration with the Early Head Start Grantee HUB team ensures compliance of EHS CCP partners with the Early Head Start Performance Standards, Department of Children and Families regulations, and all requirements of any accreditation programs have completed
Maintains a close working relationship with the Fiscal Coordinator, which provides the Senior Director with information for budget writing and the status of the budget to facilitate effective oversight of expenditures.
Maintain confidentiality and model a professional work ethic.
Demonstrate knowledge of ages and stages of development for children 0 to 36 months.
Attend community meetings, training, or events.
Positively project UWMD’s mission, goals, philosophies, and policies to parents, staff, and the community.
Keeps abreast of trends and research in the early childhood field.
Establish and maintain a relationship of cooperation and respect with co-workers, assuming a fair share of work and demonstrating initiative.
Lead and supervise the Resource Specialist and Intervention Specialist team through communication, collaboration and discussion of individual staff needs, partners’ needs, and curriculum planning.
Exercise independent judgment on a daily basis.
Maintains UWM Vice President and Senior Director of all incidents and changes pertaining the program and partnership sites.
