GENERAL DESCRIPTION The ARCHES Associate Program Director is responsible for maintaining internal operating systems for the ARCHES Sheltering programs This includes: overseeing building safety and maintenance, implementing of human resource policies, evaluating program design and efficiency of service delivery, and facilitating annual reports. This position assists program staff to ensure achievement of program goals as well as compliance with agency policies and procedures. Additional duties include working with MWVCAA sub-recipients, program development with an emphasis on strengthening work flows, and day-to-day problem resolutions. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/ or ability required. Bachelor's Degree in Administration, Education, Social Sciences or related field. Two years of experience in direct human service delivery systems. Two years of program management in a social service setting, serving vulnerable or at-risk populations, including people experiencing homelessness or at risk of homelessness. Experience working with special needs or at risk populations; direct work or volunteer/life experience working with multiple youth 11-18 years of age is highly preferred. Equivalent combination of education and experience may be considered. CERTIFICATES, LICENSES, REGISTATIONS Driver qualifications are required for this position. Valid driver license, insured vehicle available for use on the job, and satisfactory drive record for the previous three years are required. Candidate must pass Oregon Department of Human Services criminal background check. Candidate must pass a pre-employment and random drug/alcohol screenings. CPR/First Aid, Food Handler's, Mandatory Reporting, Privacy Laws, Trauma Informed Care, Suicide Intervention. Collaborative Problem Sing and Recognizing and Reporting Child Abuse and Neglect trainings. Training completion is required within first 30 days of hire. KNOWLEDGE, SKILLS, AND ABILITIES Prior training in Mandatory Reporting, Privacy Laws, Trauma Informed, Suicide Intervention, Collaborative Problem Solving, and Recognizing and Reporting Child Abuse and Neglect preferred. Alternately, training completion with defined timeframes is required to maintain active employment status. Familiarity and/ or with security and alarm systems preferred. Prior work experience recruiting, managing, and developing staff is strongly preferred. Proficient in the use of computer databases and software such as Microsoft Word, Excel, and Oultlook, as well as video conferencing platforms such as Teams and Zoom. Ability to build and maintain healthy relationships with diverse youth and community partners. Ability to read, analyze and articulate policy and regulations and solve problems collaboratively. Ability to effectively communicate both orally and in written form. Effectively communicates orally and in written form, with youth, staff, management, and community partners. Ability to effectively de-escalate heightened interactions. Demonstrates tact, diplomacy, and empathy when communication formally and informally with clients, staff and program partners. Knowledge of federal, state, and local grant and budgeting requirements and procedures. Ability to write reports, business correspondence, and procedure manuals. Ability to work some evenings, weekends, early morning hours. Ability to effectively present information to senior management, staff and public groups. Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the business community. Posses intermediate to advance computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms. ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Program Management Implements program guidelines, policies and procedures designed to promote stable housing across Marion and Polk County. Oversees and strengthens department workflows designed to improve client service outcomes. Ensures program property such as vehicles, buildings, security systems, electronics, washers and dryers, shower, etc. are in good working order. Creates and maintains positive relationships with you and their families, respecting ethical boundaries while upholding program values of diversity, equity, and inclusion. Works with the Program Director to develop, revamp, and//or review procedures and programs needed. Answers the phone: direct calls or take messages appropriately (landline, cellphone, and social media). Takes crisis calls: conduct crisis intervention over the phone and in-person (landline, cell phone, and social media). Completes intake, call logs, and exit paperwork in an accurate and professional manner. Completes timely data entry, shift logs, and client notes. Maintains building appearance by completing necessary tasks before shift change. Supervision Supervision of Shelter Program Managers. Mentors and oversees the Community Resource Program by staff hiring, evaluation, training for new employees, daily oversight, monitoring/coaching, and ongoing training and professional development. Provides direct supervision to youth in adherence to program and licensing requirements. Mediates conversations among youth and others as needed. Issues appropriate youth consequences as needed according to policy and procedure, properly documents all incidents, and makes mandatory reports as required. Mentor, support, and lead co-workers on an ongoing basis to assure care of youth meets program expectations Budgets & Grants Management Assists in coordinating and maintaining compliance for all grants (Federal, State, local, and Foundational.) Researches evidence-based practices and initiates partnerships to continue to increase assistance services. Oversees data compliance and data quality, analyzes data, and provides training and support to employees utilizing the database. Reviews contracts and assesses fulfillment, communicating with Program Director when they are not. Contracts such as system checks (fire, security, etc.), maintenance, grants, etc. Planning, Monitoring & Evaluation Implements and promotes the agency's mission, assisting vulnerable populations to address intense needs, barriers, and risk factors in order to make positive life changes and gain stability. Conducts programmatic evaluation and data analysis; tracks outcomes. Accurately documents and reports all services both in print and electronically in adherence to agency and licensing requirements. Community Partnerships & Public Relations Promotes and markets all programs that comprise the Community Resource Program. Establishes and maintains positive community partnerships for continued development of programs Participates in collaborative planning efforts that are responsive to community needs. Coordinates and facilitates community meetings. Advocates for and obtains services for youth and their families. Demonstrates experience and understanding in working with the at-risk, homeless, runaway, and street youth population as well as community partners and social service agencies. Effectively presents information and responds to questions from clients, customers, partners, and the public. Specialized Duties that may be shared among all managers: Recruiting and onboarding new staff. Facilitating all staff meetings and trainings. Dispense medication to youth. Respond to after-hour support calls from staff on site. Serving as lead on program-wide projects such as data collection, community-based initiatives, creating workflow guides, and staff development. Other Consistent punctuality and reliable attendance are essential requirements for this role Ability to work effectively and maintain positive, professional relationships with team members and clients. SUPERVISORY RESPONSIBILITIES Directly supervises approximately 4-8 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities for this position include interviewing, hiring, and training employees, as well as planning, assigning, and directing their work and appraising their performance. The Program Manager is also responsible for rewarding and disciplining employees when applicable and addressing their complaints. Able to physically and mentally tolerate escalated and occasionally destructive behavior from youth or other clients. Exercises judgement in setting and executing day-to-day priorities with minimal supervision. Ability to ascend and descend stairs safely and repeatedly. Ability to navigate multiple floors without the use of an elevator when necessary. WORK ENVIRONMENT Indoor and outdoor work environment with frequent noises, interruptions and demands. Occasionally exposed to outside weather conditions. Ability to work flexible hours including nights, weekends, and holidays as needed. Occasional exposure to body fluids/biohazards (such as saliva, vomit and urine.) Occasional urgent situations requiring law enforcement involvement and/or paramedic professionals.
