About The Position

The Associate Director of Workforce Development plays a key role in advancing Excelsior University's workforce development strategy by expanding partnerships with state workforce agencies, regional and local workforce development boards, and other public sector stakeholders. Reporting to the Director of Business Development, this position supports the identification, development, and execution of workforce aligned opportunities that drive enrollment growth, revenue, and institutional impact across targeted U.S. markets. This role is responsible for supporting the university's eligibility and participation in Workforce Innovation and Opportunity Act (WIOA) funded programs, including facilitating alignment with state requirements and Eligible Training Provider Lists (ETPLs). The Associate Director works closely with internal academic, operational, fiscal, and marketing teams to ensure workforce initiatives are compliant, scalable, and responsive to employer and workforce system needs. The successful candidate will bring strong relationship building skills, project management skills, and a working knowledge of workforce funding and compliance environments. This role requires the ability to navigate complex systems, manage multiple priorities, and communicate effectively with diverse stakeholders. Success is measured by the strength of workforce partnerships and contributions to workforce aligned enrollment and revenue growth.

Requirements

  • At least a Bachelor's Degree from a regionally accredited college/university
  • At least three to five years in a related workforce development role.
  • Ability and desire to establish and build relationships with key decision makers and to explore professional development and workforce needs.
  • Demonstrated experience and knowledge of Workforce funding models and programs, including WIOA, Eligible Training Provider List (ETPL) requirements, Vocational Rehab, TAA, Apprenticeships, and JobCorps.
  • Demonstrated experience preferred in working with government or military stakeholders in a professional capacity such as Army CA and MyCAA programs within the military and Federal Grants from the Department of Labor and other departments.
  • Results-driven experience working with state workforce boards and regional workforce board representatives to expand workforce-aligned enrollment pipelines and meet or exceed revenue objectives.
  • Strong project management experience.
  • Ability to excel working fully remote or hybrid in a professional, private, and quiet workspace managing multiple priorities and meeting deadlines and goals.
  • Ability to review/prepare accurate detailed documents.
  • Ability to travel. Conference attendance, partner/student engagements, and off-site meetings will be required. Occasional weekend/evening hours and overnight travel.
  • A valid U.S. driver’s license.

Nice To Haves

  • Experience building relationships with state workforce boards and/or regional workforce boards and the knowledge needed to receive ETPL approvals, and/or secure WIOA funding, and/or experience managing grants or contracts.

Responsibilities

  • In collaboration with the Executive Director and Business Development Director, assist in the planning, development, and execution of workforce development projects from concept through implementation, ensuring deliverables, timelines, and performance outcomes are met.
  • Establish and maintain strategic relationships serving as the primary contact with state-level workforce boards, regional or local workforce development boards, and other key stakeholders to advance workforce initiatives and organizational goals.
  • Assist in developing and executing the end-to-end process for securing and maintaining WIOA eligibility and approval with state workforce agencies and eligible Eligible Training Provider Lists (ETPLs).
  • Build upon existing knowledge of WIOA regulations, reporting standards, and audit expectations to proactively surface eligibility challenges, policy misalignment, and compliance risks affecting workforce partnerships and program delivery.
  • Represent Excelsior University in meetings, at conferences, and in advisory groups related to workforce development ensuring clear communication, strong collaboration, and alignment with state and regional workforce strategies.
  • Prepare, review, and submit accurate and timely reports to state workforce boards, regional boards, funders, and internal leadership, ensuring all reporting deadlines and standards are met.
  • Coordinate cross-functional teams (internal staff, partners, and external vendors) to align workforce development initiatives and marketing materials with organizational priorities and operational capacity.
  • With guidance, develop and document standardized processes and procedures for workforce development programs to support consistency, compliance, and scalability.
  • Monitor and share updates with the Director of Business Development regarding workforce development policies, regulations, and funding opportunities at the state and regional levels, proactively identifying risks, changes, and opportunities that impact programs.
  • Assist with budget planning and management, as well as financial tracking for workforce development initiatives in collaboration with unit and fiscal staff, ensuring responsible use of funds and fiscal accountability.
  • Develop relationships across the university to align workforce development initiatives with institutional priorities and academic offerings.
  • Collaborate with other Strategic Partnerships and Alliances team members, including the Director of Military Outreach and Veteran Partnerships to ensure best use of resources and best practices.
