About The Position

Cook County Bureau of Finance is seeking an experienced Associate Comptroller, Payroll & Employment Tax who will be responsible for supporting senior leadership in managing payroll and garnishment operations, including disbursement processing, tax filing, and financial reporting. The role assists with the County‑wide external audit and helps ensure compliance with applicable statutory and regulatory requirements. Additional responsibilities include advising leadership on payroll, employment tax, and garnishment practices, as well as contributing to the overall management of the bureau/department through support in service delivery, policy development, and procedural implementation. Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree or higher and
  • Four (4) years in accounting, payroll, employment tax or directly related experience or
  • An equivalent combination of education and/or experience.

Nice To Haves

  • Graduation from an accredited college or university with a Master’s Degree.
  • Six (6) years in accounting and payroll.
  • Four (4) years of previous management or supervisory experience.
  • Certified Public Accountant (CPA) and/or Certified Payroll Professional (CPP).

Responsibilities

  • Assists senior leadership in directing subordinates to administer the county wide payroll and garnishment process in an accurate and timely manner.
  • Assists in the supervision of the County’s payroll and garnishment disbursement, reporting, compliance, year-end, external audit and system processes.
  • Evaluates departmental and county wide payroll and garnishment policies and procedures to plan methods for ensuring timely and efficient processing of bi-weekly and interim cycles, general ledger maintenance, tax deposits, account reconciliations and required reports.
  • Assists in the compilation of data and preparation of payroll tax reports, W-2 files and forms and operating reports to ensure accurate and timely distribution or filing of them.
  • Make recommendations to senior leadership on improving employment tax compliance, payroll and garnishment processes, internal controls and the reduction of operating costs.
  • Aids in the development and enforcement of office wide policies and procedures.
  • Assists senior leadership in fulfilling the bureau's/department's responsibilities with communicating employment tax, payroll, garnishment and financial matters or data to senior leadership.
  • Performs other duties as assigned.
