About The Position

The Association of American Railroads (AAR), the world's leading railroad policy, research, standard-setting, and technology organization, is focused on enhancing the safety and productivity of the U.S. freight rail industry. The Assistant Vice President, Safety & Operations (AVP, S&O) directly supports the Senior Vice President, Safety & Operations. This position acts in a deputy administrative capacity to the SVP, S&O, and, as such, is involved in all subject areas of the division. They have management and supervisory responsibilities for the division's 17 employees, under the guidance and direction of the SVP, S&O, or during their absence. This includes direct involvement with the Chicago Region Environmental and Transportation Efficiency (CREATE) Program. Specific responsibilities are described below. Nature and Scope This position reports to the Senior Vice President, Safety & Operations The position has no budgetary responsibility. Travel is required for this position. The AVP Safety and Operations' day-to-day activities include attending committee meetings, participating in formulating industry policies and policy papers, discussing appropriate courses of action with Department staff and others to achieve industry objectives, and outreach to government agencies. The AVP has extensive contact with other AAR staff, railroad staff, and regulators. Requirements

  • At least 15 years of expertise, with railroad operations and safety aspects, is essential
  • A bachelor's degree or the equivalent combination of formal education and experience is required
  • Must have demonstrated ability to foster the development of consensus positions in the face of differing and sometimes conflicting views
  • Ability to develop and maintain close working relationships with Member representatives and administration staff is necessary for the position
  • Requires the ability to aggregate disparate and frequently opposing issues and articulate those positions objectively
  • Ability to work collaboratively, independently, and under tight deadlines
  • Exceptional oral and written communication skills, with the ability to convey complex information in an accessible manner
  • Strong analytical, organizational, and time management skills, with a proven ability to prioritize tasks effectively
  • Familiarity with Microsoft Office suite

Responsibilities

  • Formulating policy on regulatory issues confronting the railroad industry, including matters before the Department of Transportation, the National Transportation Safety Board, the Environmental Protection Agency, and the Department of Homeland Security, working with pertinent AAR committees
  • Addressing issues pertaining to the industry's interchange rules and standards as they arise, including mechanical standards, facility inspections and approvals, and car hire matters
  • Coordination with AAR's IT subsidiary, Railinc, and AAR's research subsidiary, MxV
  • Coordination with AAR's other departments on policy matters, including the Communications, Law, and Legislative Departments
  • Oversight of the industry's joint project with federal, state, and local governments in Chicago, the Chicago Regional Environmental and Transportation Efficiency (CREATE) Program
  • In coordination with the Communications Department, maintaining the Affiliates and Associates program, providing non-member railroads and suppliers an opportunity to participate in Safety & Operations Department committees
  • Assists the Senior VP Safety and Operations on oversight of the Safety and Operations Department staff, as well as undertaking tasks in detail as appropriate
  • Expected to become familiar with all aspects of the Safety and Operations Department and the responsibilities of each of the Department's employees
