About The Position

Provide leadership and coordination of the University’s sponsored programs portfolio, work with Vice President of Research & Innovation to coordinate campus-wide planning efforts to expand and strengthen the research infrastructure, assist in increasing university and industry partnerships, and represent the University to local and regional constituencies as well as to federal and other funding agencies.

Requirements

  • Master's degree and seven (7) years of progressive working experiences and responsibilities in research compliance, sponsored programs and research administration at an institution of higher education.
  • Prior supervisory experience required.
  • Proficient in Microsoft Excel for data analysis, Microsoft PowerPoint for presentations and Microsoft Word for writing reports.
  • Background in research administration and grant management.
  • Working knowledge of uniform guidance, research compliance, responsible conduct of research, federal agency practices, regulations and policies.
  • Ability to work effectively and collaboratively with faculty and senior-level administrators and a proven capacity to work with industry and community organizations and potential funders.
  • Excellent interpersonal and organizational skills.
  • Superior communications skills and attention to detail.
  • Ability to manage budgets and supervise staff effectively.

Nice To Haves

  • Expertise in negotiating external funding terms related to intellectual property, data privacy (domestic and international), and federal grants and contracts preferred.
  • Experience with complex sponsored projects and contracts including multiple funding sources and/or multiple partners preferred.

Responsibilities

  • Support and work in coordination with the Vice President of Research & Innovation in articulating a vision for guiding the organization to grow in its capacity to manage high-volume and multi-faceted awards in support of institutional research, innovation, entrepreneurial and economic development initiatives.
  • Manages and oversees the research budget, including federal funds and indirect cost recoveries and disbursements, ensuring the appropriate use of resources.
  • Work with the offices of pre-award, post-award, compliance and contract, and grant accounting to coordinate and provide oversight for all facets of proposal and grant management ensuring adherence to all relevant university policies, federal, state laws and regulations.
  • Work with pertinent university stakeholders to create and implement a strategy for research development and innovation at Bowie State University that serves to expand the university’s research infrastructure, diversify and increase external funding streams including research grants and contracts, and maintain alignment with institutional mission and strategic goals.
  • Work with Research Compliance and Integrity Officer to ensure that research conducted at Bowie State University complies with all federal, state and local regulations, guidelines and university policies.
  • Assist the Technology Transfer Officer in implementing the university's Intellectual Property policy.
  • Leads initiatives to improve operational efficiencies and implement new policies and procedures for greater research sustainability and compliance.
  • Providing monthly, quarterly and annual research reports to the Vice President of Research that help administrators and researchers make strategic decisions and help the institution understand research funding and spending trends, identify potential challenges, and evaluate the effectiveness of its research infrastructure.
  • Maintain effective communication and cooperative working relationships with university administrators, faculty, staff, government and private agencies.
  • Work with the offices of the Division of Research and Innovation to develop virtual and in-person workshops and trainings for staff, faculty and administrators.
  • Assist in increasing university and industry partnerships and represent the University to external stakeholders including funding agencies, and local and regional constituencies and serve as Authorized Official for sponsored programs activities.
  • Monitor and implement changes of regulatory and sponsor guidelines to help develop and maintain policies and procedures governing research and sponsored programs activities.
  • Facilitate a culture of exceptional customer service in a growing research environment.
  • Provide comprehensive support to faculty and researchers, helping them secure external funding and fostering their research success.
  • Work with key stakeholder groups both internal and external on all matters related to externally sponsored projects.
  • Work with the offices of the Division of Research and Innovation, information technology, institutional research, data governance and assessment to provide data and support data-informed strategies and institutional effectiveness.
  • Develop and maintain handbooks, policies, procedures, processes, workflows and guides for grant and contract management.
  • Perform other duties as assigned.
