Assistant Terminal Manager (ATM): The ATM must have experience relevant to the facilities, contractor provided equipment, in bulk fuel storage and distribution systems, the maintenance and upkeep of barge pier facility, mobile (aviation and ground) fuel servicing equipment, direct aviation fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation and ground fuel inventory, accounting, and administration. Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications. The ATM must have extensive knowledge of Automated Fuel Handing Equipment (AFHE), Supervisory Experience: The ATM must have three years of experience in petroleum storage and distribution operations, airfield petroleum services, and fuel systems maintenance within three years immediately prior to the contract start date or the individual’s hiring date. That experience must have been specialized supervisory training with emphasis in equipment inspection, operation, maintenance, inventory management, and environmental compliance. CNIC appoints shore Navy On-Scene Coordinator (NOSC) and provides policy guidance for planning, coordination, and reporting incidents on shore and offshore within 12 nautical miles of land. In addition, the ATM will complete required underground and aboveground storage tank Operator Training and Spill Response Training.
