About The Position

Under the supervision of the Terminal Manager, the Assistant Terminal Manager is responsible for overseeing the operations of a bulk fuel storage and distribution/facility, mobile (aviation) fuel servicing equipment, direct aviation fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation fuel inventory, accounting, and administration.

Requirements

  • A minimum of three years of supervisory experience gained within five years prior to the contract start date. Of these three years, two years of experience shall have been supervisory training in bulk storage and aircraft fuel servicing operations with an emphasis in equipment inspection, operation, maintenance, inventory management, and environmental compliance. One year may be general supervisory experience. Education may be substituted for all specialized experiences. In order to substitute education for specialized experience, the minimum requirement is a bachelor’s degree in petroleum, industrial or business-related fields.
  • The ATM should also be experienced in all quality surveillance testing with a working knowledge of MIL-STD- 3004 requirements.
  • The ATM should be experienced in the accounting and inventory requirements of DoD 4140.25M.
  • Keen attention to detail and self-motivation are a must.
  • The candidate must be dependable, consistently at work and on time, follow instructions well, respond to management direction and solicit feedback to improve performance.
  • A demonstrated ability to monitor their own work to ensure accuracy and quality is essential.
  • Working knowledge of Microsoft Office software is required, demonstrated by the ability to create spreadsheets and other written communication.
  • Hands on experience in bulk fuel storage and distribution/facilities, mobile (aviation) fuel servicing equipment, direct aviation fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation and ground fuel inventory, accounting, and administration.
  • Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications
  • Must have excellent communication skills, both written and oral, and be able to communicate with many levels of personnel effectively and tactfully in a variety of environments.
  • Must be able to tactfully navigate delicate situations with finesse and sensitivity.
  • Must be detail oriented with a strong sense of motivation and drive to constantly perform at a high level of expertise.
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful results of pre-employment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidate’s start date.

Nice To Haves

  • Successful completion of the Responsible Officer/Terminal Manager Course a plus
  • CDL strongly preferred

Responsibilities

  • Responsible for the receipt, storage, internal handling, and shipment of petroleum products
  • Manage the operations and maintenance of bulk petroleum storage service tank systems, the interconnected pipelines, receipt headers, fill stands, direct aviation fuel servicing equipment service stations (manual/automated), and the maintenance and upkeep of facilities, environmental systems, and grounds maintenance.
  • Interviewing, selecting, and training employees.
  • Setting and adjusting hours of work
  • Directing and apportioning work
  • Appraising employees’ productivity and efficiency (i.e., performance evaluations)
  • Handling employee complaints and grievances
  • Determining type of materials, supplies, or equipment used
  • Providing for safety and security of employees or property
  • Interface with the operational activities at the location to maintain excellent communications with regard to upcoming exercises, logistical maneuvers, and other activities to ensure contractual requirements are met.
  • Ensure assigned personnel are properly trained and meet qualifications to competently perform their duties. Orient new personnel with regard to internal personnel requirements (i.e. timekeeping, LBS policies, etc.), job specific duties, and location specific policies.
  • Plan and schedule site activities to optimize resources and facilities to meet the Performance Work Statement specifications.
  • Prepare and submit reports or other verifying documentation as required for both local contract requirements and LBS requirements.
  • Ensure that personnel maintain required safety training and perform their functions meeting prescribed safety standards, maintaining compliance with contract language. Document as required.
  • Perform all necessary supervisory functions to effectively and efficiently manage the workforce assigned, communicating performance expectations, areas of accountability, training requirements, and feedback to employees on a regular basis.
  • Understands and abides by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct.
  • Performs all other duties prescribed by management.
