About The Position

The Assistant Superintendent of Parks & Facilities is a full-time, exempt position. The Assistant Superintendent of Parks & Facilities manages the day-to-day operation of the Parks and Facilities Department, facilitates preventative maintenance, conducts inspections, addresses repairs, assists with researching and managing in-house and contractual projects, and provides hands-on support to staff. This includes the maintenance and upkeep of park grounds, playgrounds, turf, ball fields, buildings, mechanical systems, special use facilities, vehicles and equipment. The position is responsible for all pool and splashpad mechanical and maintenance operations; and assists with the Park District’s safety program.

Requirements

  • Bachelor’s degree in Facility Management, Parks and Recreation, or related field
  • Minimum 5 years relevant experience
  • Must possess a Certified Pool Operator certification or obtain within 6 months
  • Must possess an Illinois UST Class A/B Operator certification or obtain within 6 months
  • Must possess First Aid, CPR and AED certifications or obtain within 6 months
  • Must possess a Valid Illinois Driver’s License, Illinois Class “C” Driver’s License preferred

Nice To Haves

  • Certified Playground Safety Inspector preferred
  • Illinois Pesticide Applicator License preferred

Responsibilities

  • Administer day-to-day operations of the Parks and Facilities Department
  • Recruit, hire, train, supervise, evaluate and terminate staff for the Department
  • Responsible for staff payroll, managing time off requests, and scheduling on-call duties
  • Responsible for maintenance and repair of all park grounds, playgrounds, turf, ball fields, buildings, mechanical systems, special use facilities, vehicles and equipment
  • Maintain underground storage tank operations, permits, and certifications for motor fuel dispensing; including financial responsibility requirements
  • Responsible for building and facility usage preparation, on-site support and cleaning
  • Directly responsible for all pool and splashpad mechanical systems and maintenance operations including but not limited to preventative maintenance, start-up, proper operation, water quality, chemical safety, code compliance, ongoing maintenance and repairs, shut-down, and improvement needs
  • Ensure work orders are thoroughly, accurately and punctually completed
  • Research, evaluate and implement innovative and alternative methods for improving facility, building and park maintenance practices for results, efficiency and cost savings
  • Assist in prioritizing, planning, scheduling and managing contracted and in-house maintenance and construction projects
  • Ensure certificates of insurance and independent contractor agreements are current
  • Manage contractor notification regarding prevailing wage, as required by law
  • Maintain accurate and organized historical files on parks, buildings, facilities, playgrounds, pool, splashpad and work projects
  • Construct and maintain department specific training and operation manuals
  • Responsible for compiling, submitting and evaluating Driver Abstracts and facilitating staff road tests for all employees prior to their usage of Park District vehicles
  • Coordinate, manage and assist in the District’s snow and ice removal program
  • Safely and within legal guidelines, operate vehicles to and from daily assigned work sites
  • Successfully and safely operate equipment including but not limited to front end loader backhoe, forklift, chipper, snow plows, mowers and chainsaws
  • Adhere to and enforce all Park District policies, procedures and ordinances
  • Maintain knowledge of Village ordinances and processes for development, apply to Park District projects as necessary
  • Assist in the pursuit and application of the Park District’s Master and Strategic Plans
  • Assist in the development and follow-through of goals, objectives and operating procedures
  • Assist in the identification, documentation and prioritization of department needs, while forecasting project and equipment costs
  • Assist in the preparation, administration and management of annual operating and capital budgets
  • Responsible for purchasing and inventory control, while maximizing expenditure savings through competitive pricing purchasing strategies
  • Authorize requisition of services, equipment and supplies, upon approval
  • Assist in compiling, updating and managing the Park District’s annual Summary Revaluation Report, and Property Inventory and Accounting Cost Record Report
  • Responsible for the Park District’s disposal program
  • Responsible for the Park District’s memorial program
  • Provide hands-on support for parks and facility staff
  • Work at programs and special events as assigned
  • Coordinate, manage and provide on-site supervision of interns, community workers, volunteers, Eagle Scouts and other such organizations for park projects
  • Ability to multitask, organize, and maintain attention to detail; while prioritizing and handling a variety of different tasks at the same time
  • Demonstrate and promote excellent customer service relations, in support of Park District customer service standards
  • Motivate staff to improve work performance and overall knowledge
  • Ability to work from oral and written directives
  • Strong writing and computer skills
  • Complete assigned reports and projects in a timely manner and according to deadlines
  • Maintain a clean and organized work environment
  • Dress professionally and appropriately for work
  • Attend Board, staff and other public meetings as assigned
  • Primary point of contact on 24-hour emergency call, unless other arrangements are made
  • Cover parks and facility shifts; in absence of staff or as assigned
  • Work nights and weekends as assigned
  • Perform other duties as assigned
  • Implement safety and risk management strategies in support of and compliance with Park District policies, procedures and ordinances
  • Familiarity with and effective implementation of the Employee Safety Manual and Crisis Management Plan
  • Maintain a working knowledge of, implement, enforce and track OSHA regulations
  • Conduct in-house and coordinate contractor inspections, record findings and address issues for areas including but not limited to park grounds, playgrounds, buildings, facilities, pool and splashpad, according to applicable law and Park District policy
  • Manage hazardous materials information program; develop and implement hazardous safety data sheet (SDS) management and training
  • Provide safety orientation and in-service training for all facility, building and parks staff
  • Utilize Personal Protective Equipment when performing duties, based on job tasks
  • Hold staff accountable for promptly reporting work-related injuries, property damage or patron injuries
  • Complete incident/accident report forms and promptly forward them to the District’s Safety Coordinator
  • Attend professional educational and safety trainings
  • Assist with emergency procedures and building evaluation
