About The Position

We are seeking an experienced Assistant Resident Engineer to support onsite construction oversight for capital improvement, rehabilitation, and infrastructure projects at EWR Air Train Replacement Program and other PANYNJ facilities. The ARE will assist the Resident Engineer in administering construction contracts, monitoring contractor operations, reviewing field conditions, coordinating inspections, tracking compliance with plans/specifications, documenting daily activities, and supporting safe, compliant project delivery in an active facility environment, serve as the primary point of contact during Construction Phase II, schedules pre-construction meetings, verifies insurance and contractor licenses, confirms M/WBE plan status, coordinates facility IDs, and coordinates life-safety tie-ins/shutdowns.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, or a closely related discipline from an accredited college or university.
  • Minimum 5 years of relevant experience in construction inspection, resident engineering, assistant resident engineering, field engineering, or construction management on heavy civil, vertical, transportation, aviation, rail, marine, bridge/tunnel, or public infrastructure projects.
  • Demonstrated experience with field inspection, daily reports, contract administration, change management, progress payments, schedule review, and project closeout.
  • Strong knowledge of construction means and methods, public works specifications, quality assurance/quality control, safety compliance, and field documentation.
  • Ability to read and interpret plans, specifications, shop drawings, sequencing/phasing plans, and construction schedules.
  • Strong communication skills and ability to coordinate effectively with owner, contractor, consultant, and facility stakeholders.
  • Valid driver’s license and ability to travel to multiple job sites across NY/NJ.
  • EIT / FE certification strongly preferred. NYSDOT’s engineer qualification pathway treats FE plus qualifying engineering education/experience as a standard benchmark for assistant-level engineering roles.
  • Professional Engineer (PE) license preferred, especially for candidates who may grow into Resident Engineer responsibilities. Public-sector engineering roles commonly use PE licensure as the benchmark for higher-level resident engineering authority.
  • OSHA 30-Hour Construction Safety required or to be obtained upon hire; Port Authority construction safety review references OSHA 1910 and OSHA 1926 standards.
  • Additional project-specific certifications such as ACI, NICET, NHI, ATSSA, SSPC/AMPP, welding/structural inspection, electrical safety, or confined space/fall protection training may be required depending on assignment.

Nice To Haves

  • PANYNJ experience preferred.
  • Prior experience supporting the Resident Engineer’s Office (REO) or similar owner-agency field construction oversight.
  • Experience in active transportation or aviation facilities, occupied buildings, secure facilities, bridges/tunnels, terminals, utilities, or rail/transit environments.
  • Familiarity with Port Authority standards, permit procedures, safety review processes, insurance/license verification, M/WBE coordination, and closeout requirements.
  • Experience coordinating life-safety shutdowns, phasing plans, outage windows, and facility access controls.
  • Experience with Primavera P6, Procore, e-Builder, BIM/VDC coordination, and digital field reporting tools.

Responsibilities

  • Assist the Resident Engineer with field oversight and contract administration on active construction projects.
  • Monitor contractor work for compliance with plans, specifications, permits, approved submittals, safety requirements, and quality standards.
  • Review and document daily construction activities, manpower, equipment, deliveries, test results, and field conditions.
  • Support review of RFIs, submittals, shop drawings, schedules, change orders, extra work, and payment applications.
  • Participate in pre-construction meetings, progress meetings, safety meetings, and coordination meetings.
  • Coordinate with inspectors, testing agencies, contractors, facility representatives, utility stakeholders, and Port Authority staff.
  • Track and document non-conforming work, corrective actions, punch list items, and project closeout requirements.
  • Support implementation of traffic/phasing plans, outage coordination, and life-safety shutdown activities where applicable.
  • Verify maintenance of required site documentation, insurance, licenses, safety plans, permits, and approved work packages.
  • Prepare reports, field memoranda, and recommendations for the Resident Engineer and project leadership.
