About The Position

Assistant Program Manager (Family Services) In-Person Full-Time (40 hours per week) Position in Hayward, CA (Exempt) Who We Are Ruby's Place dba Restorative Pathways (RP) is an innovative nonprofit committed to ending domestic violence, human trafficking, and violent crime through hope, advocacy and connection. Our services include emergency shelter, transitional housing, rental subsidies, mental health services, substance recovery, and wrap-around services. All our services are trauma-sensitive and client-centered and are provided at no cost to our clients. All programs are low barrier. RP is led by survivors with a focus on reflection, innovation, and connection. We believe in fostering relationships, both in our direct service work and throughout our internal work culture. You Are Also: The Assistant Program Manager (Family Services) supports the overall operations of residential programs and provides direct supervision to Residential Advocates. This role partners closely with the Senior Program Manager to ensure consistent service delivery, staff accountability, regulatory compliance, and a safe, structured, trauma-informed residential environment. The Assistant Program Manager focuses on operational execution, staff oversight, and day-to-day program stability while contributing to continuous improvement efforts.

Requirements

  • Minimum 3 years of experience in residential or shelter settings.
  • Minimum 1–2 years of supervisory or lead experience.
  • Knowledge of trauma-informed care principles required.
  • Strong knowledge of trauma-informed care principles.
  • Strong leadership presence with the ability to hold staff accountable.
  • Excellent crisis management and de-escalation skills.
  • Clear written and verbal communication.
  • Strong documentation review and quality assurance skills.
  • Ability to balance empathy with operational structure.
  • High ethical standards and professional boundaries.
  • Ability to navigate a multi-level residential facility.
  • May require evening or occasional weekend availability.
  • On-call rotation may be required.
  • In possession of a valid CA driver's license, proof of insurance, and be approved by RP insurance as a driver in order to drive agency vehicles. If a staff member cannot be approved by RP insurance as a driver, employment might not be able to continue. Instances where staff cannot be approved to drive will be reviewed on a case by case basis to determine if employment can continue in their role without driving agency vehicles. Items considered include but are not limited to: the shift the staff member holds and the frequency/necessity of driving during that shift, the amount of time before the staff member may be approved to drive by the insurance carrier, the availability of other staff on site to drive agency vehicles as program needs require, etc.
  • Able to complete all required background checks. Additional requirements may be deemed necessary, including fingerprinting (Live Scan), completion of all Community Care Licensing (CCL) documents, a suitability process through ORR and ability to meet CCL licensing requirements.

Nice To Haves

  • Experience working with survivors of interpersonal violence and/or families in crisis is preferred.
  • Bilingual (English/Spanish) preferred.

Responsibilities

  • Residential Operations Support
  • Oversee daily residential operations to ensure safety, structure, and consistency across shifts.
  • Support shift scheduling and ensure adequate coverage.
  • Monitor adherence to agency policies and residential protocols.
  • Respond to and document incidents in alignment with agency and funder standards.
  • Escalate significant concerns to the Senior Program Manager.
  • Staff Supervision & Performance Management
  • Provide direct supervision and coaching to Residential Advocates.
  • Conduct regular one-on-one supervision meetings.
  • Review shift logs, documentation, and reports for quality and completeness.
  • Address performance concerns and partner with Senior Program Manager and HR as needed.
  • Support onboarding and training of new staff.
  • Compliance & Quality Assurance
  • Ensure compliance with county and funder requirements.
  • Assist with audit preparation and documentation readiness.
  • Identify operational gaps and recommend corrective actions.
  • Monitor implementation of policies and procedures across shifts.
  • Client-Centered Residential Services
  • Reinforce trauma-informed, culturally responsive practices.
  • Support staff in navigating complex family dynamics and crisis situations.
  • Maintain professional boundaries and ensure consistent enforcement of house expectations.
  • Promote a safe, respectful, and empowering residential environment.
  • Leadership Partnership
  • Support implementation of program improvements and initiatives.
  • Participate in leadership meetings as assigned.
  • Provide regular updates to Senior Program Manager regarding staffing, client concerns, and operational trends.
  • Maintain consistent on-site presence within residential programs.
  • Conduct routine walkthroughs and observational rounds across shifts.
  • Visit program sites regularly to monitor service delivery and staff performance.
  • Serve as acting program lead in the absence of the Senior Program Manager when designated.
  • Complete functional timesheets by assigned due dates in compliance with time allocations.
  • Actively participate in reflective supervision sessions.
  • Create and maintain documentation of processes and procedures related to job duties.
  • Other duties as assigned.
