SUMMARY OF POSITION This position is FLSA non-exempt and eligible for overtime. This position is union represented. professional planning and economic development activities within the areas of transportation, community and economic development, grant application preparation and administration, public outreach, community/land use planning, parks planning. This position will perform a variety of work that is likely to change and evolve over time. Ideal candidates will have a passion for reducing single-occupancy vehicle trips and encouraging multi-modal transportation. This position will regularly collaborate with multiple government agencies and community groups across the OCWCOG region and will include occasional travel. Performs position duties in a manner which promotes customer service and harmonious working relationships, including treating all persons courteously and respectfully. Engages in effective team participation through willingness to assist and support co-workers, supervisors, and other work related associations. Develops good working relationships with division and agency staff and supervisors through active participation in accomplishing group projects and in identifying and resolving problems in a constructive manner. Demonstrates openness to constructive feedback and suggestions, in an effort to strengthen work performance. Contributes to a positive, respectful and productive work atmosphere. Regular attendance is required to meet the demands of this job and to provide necessary services.

Requirements

  • Bachelor's degree in urban planning, public policy, public transportation, transportation planning, active transportation, or a related field.
  • One year of work experience in urban planning, public policy, public transportation, transportation planning, active transportation, or a related field. Experience must include communication with the public in customer service, public education and/or involvement capacity and knowledge of the design of public education programs.
  • Experience or working knowledge within one or more of the following programs; transportation planning, active transportation outreach, community-based comprehensive planning, transportation policy, parks planning, and grant writing.
  • Excellent interpersonal and verbal communication skills, including the ability to prepare and effectively make presentations to and facilitate meetings of various groups and the public
  • Ability to write and manage contracts and grants
  • Ability to organize and structure own work, and exercise initiative
  • Ability to meet deadlines and juggle diverse multiple tasks and priorities
  • Ability to gather, organize and analyze data and information and draw conclusions and formulate recommendations
  • Ability to utilize a personal computer for word processing, spreadsheet preparation, presentations, database development and management and electronic communication.
  • Ability to design and facilitate group visioning, goal setting, planning and decision-making processes
  • Ability to seek, build and maintain critical partner relationships
  • Ability to develop and manage budgets involving multiple funding sources.
  • Possession of a Valid Oregon Driver’s License or have the ability to obtain reliable transportation in order to travel throughout the three-county area.

  • Knowledge of computer software and hardware for graphic presentations and mapping (GIS) desirable

Responsibilities

  • Support technical work in the development, implementation, promotion, and monitoring of active transportation (including bicycle and pedestrian) and Transportation Demand Management (TDM) (including transit and rideshare) programs to meet the needs of the community, including support for bikeshare and vanpool programs.
  • Support transportation planning, research, and policy implementation, for example, assisting the Cascades West Area Commission on Transportation (CWACT) and Metropolitan Planning Organizations (MPOs).
  • Work independently and with others in researching, promoting, and implementing transportation program areas. Assist with grant writing and implementation of marketing campaigns.
  • Confers with local, regional, state, and federal agencies on funding issues, transportation planning issues, project priorities, regulatory mandates and limitations, and coordination.
  • Supports preparation of long-range planning studies for transportation facilities.
  • Supports relationships with local, State and Federal agencies.
  • Supports facilitation of Council of Governments (COG)/ Economic Development District (EDD) and community-led groups, meetings and focus groups. Assists other planning staff and department projects as assigned by supervisor.
  • Responds to inquiries and agency requests.
  • Attends and presents at public meetings and community events.
  • Provides parks planning assistance to local governments.
  • Research grant opportunities for OCWCOG and our partner cities.
  • Supports the preparation and submittal of grant applications.
  • Conducts research and analysis related to supporting a variety of community and economic development projects.
  • Performs a variety of planning activities (current and long range) for local governments within OCWCOG and/or Cascades West Economic Development District area.
  • Perform entry level land use planning work at multiple levels with supervision and support of other staff: front counter customer service, research and analysis of basic land use applications, preparation of draft reports and presentations, and interaction with other staff and community members. Provides assistance to local governments and other groups and committees regarding economic and community development matters as directed by supervisor.
  • Assists in the preparation and implementation of portions of the Community and Economic Development Work Program.
  • Working knowledge of Oregon’s Statewide Land Use Planning Goals.
  • Collaborate with CED GIS Analyst to develop data and mapping resources for OCWCOG’s stakeholders in an effort to identify grant needs.
  • Performs other related duties as assigned by supervisor.
