About The Position

The Assistant General Counsel for Nuclear Regulatory & Compliance is primarily responsible for supporting the Constellation nuclear fleet through providing high-quality legal advice on nuclear regulations, ensuring compliance, managing filings, and representing the company with regulatory agencies. The ideal candidate is an experienced nuclear regulatory attorney with excellent communications skills who operates independently and can manage complex and fast-moving matters to deliver solutions that support Constellation’s operational excellence and long-term business objectives.

Requirements

  • An LLB or JD from an accredited law school and be licensed to practice law in the relevant jurisdictions.
  • At least 10-12 years of professional experience in a specialized area of law.
  • Possesses and applies a comprehensive knowledge of principles, practices and procedures of the legal field to the completion of complex assignments.
  • Requires excellent legal research, analytical abilities and on ongoing knowledge of federal and/or state law.
  • Experience working as in-house legal counsel for a U.S. nuclear commercial power plant operator or the U.S. Nuclear Regulatory Commission.
  • Comprehensive knowledge of and expertise in NRC regulations, policies, and procedures associated with the licensing and oversight of commercial nuclear power facilities.
  • Knowledge of environmental regulations related to nuclear energy, in particular the National Environmental Policy Act.
  • Experience in managing NRC regulatory or substantially similar regulatory enforcement matters, including representing the company and company employees in investigations.

Responsibilities

  • Work collaboratively with company business partners to provide legal advice and guidance on nuclear regulatory compliance matters, especially focused on regulatory requirements of the U.S. Nuclear Regulatory Commission (NRC).
  • Collaborate with departments such as Nuclear Licensing and Regulatory Assurance, operations, security, emergency preparedness, radiation protection, and engineering, to ensure comprehensive compliance throughout the organization.
  • Provide expert legal counsel and manage, as appropriate, all regulatory filings and submissions to the NRC and other relevant agencies, ensuring documents are accurate, complete, and submitted in a timely manner to support business operations.
  • Manage and support NRC regulatory enforcement matters, including representing the company and company employees in investigations.
  • Represent the company in interactions with regulatory agencies, responding to inquiries and participating in regulatory proceedings to maintain open and effective relationships with regulatory bodies.
  • Support company business units by providing expert legal counsel on regulatory implications of new project development affecting the Constellation nuclear fleet, helping ensure initiatives are pursued in compliance with applicable regulations.
  • Monitor changes in nuclear regulations, guidance, and policy, and assess their impact on company nuclear operations; collaborate with industry counterparts and trade associations to develop generic regulatory solutions and promote alignment across the sector.
  • Provide training and education to Constellation employees on nuclear regulatory compliance matters, ensuring staff are informed and equipped to uphold compliance standards in their roles.
  • Prepare and review legal documents, including contracts, agreements, and regulatory filings, to ensure accuracy, compliance, and protection of the company’s interests.
  • Assist in the development and implementation of strategies to address nuclear regulatory challenges and opportunities, supporting the company’s ability to navigate a complex and evolving regulatory landscape.
  • Prepare and revise, as necessary, budgets and early matter assessments for all matters involving outside counsel, ensuring effective management of legal resources.
  • Perform additional projects and duties, as assigned, contributing to the overall success and compliance of the organization.
