About The Position

The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 12 universities, a comprehensive health science center, nine state agencies, and the RELLIS Campus. Job Description Summary: This position provides legal advice and counsel to Texas A&M University System administrators, faculty, and staff in areas of governance and compliance, including environmental and research compliance.

Requirements

  • B.A./ B.S. plus an earned (LL.B.) or Juris Doctor (J.D.) degree from an accredited law school.
  • Five years of related legal experience.
  • Effective written and verbal communication skills and ability to manage a broad range of complex legal issues.
  • Availability to travel across state to System locations.
  • Willingness to learn and develop new skills.
  • Ability to multi-task and work cooperatively with others.
  • Member in good standing of the State Bar of Texas in good standing or will seek a Texas law license through reciprocity within 12 months of hire date.

Responsibilities

  • Participates in and responds to internal and government-led investigations regarding compliance in environmental and research compliance areas.
  • Drafts requests for Attorney General Opinions, open records decisions and related amicus briefs.
  • Reviews records to determine whether the information provided is responsive and complete.
  • Identifies information that may be protected from disclosure under the Public Information Act or other law.
  • Redacts FERPA-protected information as needed.
  • Represents System members in administrative proceedings involving compliance matters that are not handled by the Attorney General of Texas.
  • Develops and presents training on governance and compliance issues for System members.
  • Interprets and provides counsel and guidance on new and emerging legal and regulatory issues at the federal and state levels and assists in the review, interpretation, and drafting of System policies, regulations and guidance.
  • Assists in drafting and preparing responses to proposed legislation and counseling on legislation passed into law.
  • Develops well-researched internal legal memorandums and opinions.
  • Other duties as assigned.
