About The Position

The Fairfax County Department of Public Works and Environmental Services (DPWES) seeks an Assistant Division Director in the Building Design and Construction Division (BDCD), in Capital Facilities (CAP). This branch chief position will manage a diverse team of approximately nine (9) to twelve (12) professional architects and engineers with responsibility for project management, planning, design, budget, schedule, customer satisfaction, and quality control for a wide variety of complex, high profile building development projects, for new construction and major renovations, ranging from approximately $500,000 to over $100 million in value. This leadership position is in the Building Design Branch and may fill multiple openings. This position plays an important role in leading the implementation of the county's Capital Improvement Program (CIP) and works closely with the Department of Management and Budget to develop and implement budget and funding strategies. This position develops, evaluates and maintains goals and performance objectives, supervises daily activities of the branch, allocates resources, and ensures that high quality work is accomplished on schedule, within budget, and with a high-level of customer satisfaction. Other areas of responsibility include safety program training and emphasis, quality control of design documents, review of consultant qualifications, leadership in implementation of sustainability and energy conservation in all projects, and management of human resources. This position will model and promote a proactive and collaborative partnership with the other branches in BDCD, divisions in CAP and DPWES, and with BDCD's customers and stakeholder agencies. Please review our awesome benefits: The Building Design and Construction Division The Building Design and Construction Division is an award-winning organization responsible for implementing all major building, renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program, including fire stations, libraries, courts, police stations, office buildings, maintenance facilities, parking structures, human services facilities and other major infrastructure and public-private partnership projects. This announcement may fill multiple positions which work in the Fairfax County Government Center at 12000 Government Center Parkway, Fairfax Virginia. Responsibilities: This position plays a significant role in providing strategic leadership for ongoing process improvement and organizational development. In addition to the promotion of the safety program, this position is required to serve as a member of the Emergency Operations Team with responsibility for training certification. Design management responsibilities include selection of professional design consultants in accordance with procurement policy, assuring conformance to negotiation and accounting standards; management of the design process from concept through construction documents to include coordination with user agencies, project stakeholders, and the community; coordination of zoning approvals and permits; and collaboration with the construction management team through project closeout. Responsibilities also include development of proffer language, development agreements and memorandum of understanding with external stakeholders. Will be required to lead public meetings and conferences and serve on technical committees and provide planning and contractual recommendations to the BDCD Director and other senior county leadership. Candidates must have excellent written, analytical, and verbal communication skills. Note: This announcement may be used to fill multiple positions. Requirements

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including two years of supervisory experience. Possession of a valid Virginia Professional Engineer or Architect license is required.

Designated positions in this class may require possession of a valid Virginia Professional Engineer or Architect license depending upon on body and scope of work in designated area. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer.
Additional Work Schedule Requirements: Occasional evening and weekend schedule based on business operational needs.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

Nice To Haves

Ten (10) or more years of supervisory experience managing and leading a large workforce who are responsible of dealing with complex design issues related to building design and construction, professional services contracting, quality control for design documents, value engineering, sustainability, and a history of successful management of human capital and budgets at the project and program level.
Ten (10) or more years of experience in all aspects of design and construction administration for Building Capital projects - preferably in local, state, or federal government.
Ten (10) or more years of extensive experience working on large scale complex projects, successful collaboration with design teams and customer agencies, contributing to public private development agreements, resolving complex technical issues and providing appropriate program leadership to assure timely delivery of high-quality building projects within budget.
Proven skills and experience in financial management and oversight of building design and construction projects.
Accreditation as a LEED Professional.
Proven experience in collaboration and teambuilding with large groups and diverse teams.
Strong written and verbal communication skills; and strong leadership skills to stress the mission, vision, and values of Capital Facilities.

Responsibilities

Under senior leadership serves an Assistant Division Director
Directs and supervises the work of a group of engineers or architects in the design or construction of highly complex projects such as buildings, transportation or stormwater projects, solid waste management or wastewater facilities
Manages highly complex projects that typically has broad impact to public safety, regulatory responsibility that includes budgeting, planning, scheduling, and coordination
Responsible to resolve claims and disputes that arise out of the administration design and construction contracts
Ensures coordination with using agencies and promotes and leads a commitment to increasing customer satisfaction
Provides technical review and guidance on complex engineering issues in collaboration with senior management and project stakeholders
Responsible for project quality assurance, customer satisfaction, scheduling development and monitoring, permitting, payment, certification, contract management for both design and construction
Responsible to resolve claims and disputes that arise out of the administration design and construction contracts
Supervises the work of a group of engineers in the review of subdivision plans for impact on critical county infrastructure, such as stormwater management, wastewater treatment, or main traffic arteries
Heads planning and conservation programs of significant impact
Makes high level decisions on annual budget, blanket procurement contracts, consultant contracts, or investment in software updates
Performs the most difficult or highly technical design or review of site or subdivision plans and capital projects
Ensures work performed under contract meets county standards and agreed upon specifications and timeframes, and permit and regulatory requirements
Signs off on the work of the branch and may sign and seal own work product and/or that of subordinate staff
Provides technical engineering guidance and input on key projects throughout the conceptual, preliminary and final design and construction phases
Supervises work performed under contract and maintains professional control of projects to completion
Leads public meetings and conferences, and makes recommendations concerning county budget appropriations for operations and/or projects
Reviews and supervises proposed revisions to technical design standards and ordinances
Serves on leadership and management working groups including business area teams
Serves on technical committees and provides expert testimony at public hearings
Works to resolve or make recommendations to resolve complex contractual issues, design issues and construction issues
Provides code related technical training
As an Assistant Division Director Serves as Acting Director in the absence of the Division Director on technical and administrative matters
Establishes policies, procedures and priorities for the operating programs of the division
Represents the Division Director at meetings with County staff, contractors and citizen groups
