About The Position

This position serves as the Assistant Division Budget Officer and works closely with the Chief Division Budget Officer in managing the daily flow of work within the Budget Section to provide budget support and fiscal leadership to the sections within the Division of Social Services. This position assists the Chief Division Budget Officer in monitoring, maintaining, and providing strict budget and financial accountability for all programs and funds within the Division of Social Services. This includes accurate and precise interpretation of budget policies and procedures while frequently working under time constraints and with multiple projects underway simultaneously. This position will also serve as the Salary Control Officer for the Division of Social Services. Specific responsibilities include: -Monitoring expenditures and budget to ensure compliance with DHHS policy and the Office of State Budget and Management (OSBM) rules and regulations. -Investigating variances and consulting with Division staff to resolve discrepancies. -Performing data analysis using current and historical data, both independently and in a collaborative setting. -Analyzing spending patterns and consulting with Division leadership on budget requirements and limitations throughout the fiscal year. -Preparing continuation/base budget worksheets, change/expansion budget requests, and worksheet entries. -Managing the yearly budget certification process and creating new budgets as required. -Monitoring existing funding as well as setting up new funding and budget. -Researching and approving position actions in FIORI (an HR information system) and creating corresponding budget entries. -Preparing and submitting allotment entries and reconciliations in the State's budget and accounting systems. -Completing special ad hoc projects assigned by the Chief Division Budget Officer. -Communicating effectively, both orally and in writing, with all levels of internal staff and external stakeholders. -Working independently with minimal supervision. -Providing training to new employees. -Recognizing, analyzing, and solving problems on a proactive basis.

Requirements

  • Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.
  • Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.
