About The Position

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF’s Office of Employee Services (OES) is responsible for the agency’s human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agency-wide events. OES also administers employee-related agencywide programs such as Conflicts of Interest Board (COIB) programs, such as Financial Disclosure, Secondary Employment & Moonlighting Waivers, Residency Requirement Administration, Remote Work Program Administration, Federal Tax Information (FTI) background investigation requirements, and COVID-related and Line of Duty Injury (LODI) policies and procedures. OES provides guidance and support to the agency’s business units on a wide variety of employee and employment-related matters, to ensure compliance with citywide and agencywide guidance and policies. OES liaises and partners with the Department of Citywide Administrative Services (DCAS), Office of Labor Relations, Office of Payroll Administration, Conflicts of Interest Board, Department of Investigation, and other oversight agencies and to facilitate the agency’s workforce management business needs. OES, Human Resources Management (HRM) unit, is seeking a candidate to serve as Assistant Director of HRM.   • 1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or
  • 2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or
  • 3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.

Responsibilities

  • Manage and facilitate human resources operations, including, but not limited to, the agency's hiring process, personnel transactions, civil service administration, recruitment, title classification, employment processing, background investigations and pre-employment testing, onboarding, and other related functions.
  • Supervise and train staff. Set and monitor priorities, productivity and performance. Assess and evaluate effectiveness of unit procedures and processes, make recommendations for and implement improvements.
  • Coordinate and process personnel action requests, including for civil service appointments, promotions, reassignments, title changes, and data updates. Manage employee transactions, job postings, and other HR data changes.
  • Coordinate the full recruitment and onboarding lifecycle, including candidate screening, identifying qualified candidates, and interview scheduling. Advise hiring managers, and facilitate internal promotions, ensuring efficient employment processing, onboarding and effective support across HR functions.
  • Ensure quality control for HR operations and compliance with citywide civil service rules, guidelines, and agency policy.
  • Provide subject matter expertise and guidance to staff on personnel policies and procedures. Serve as strategic resource to support advise team members in navigating HR processes related to recruitment and the Civil Service system.
  • Create and update operating procedures, training resources, presentations, and communications; develop and deliver training.
  • Analyze hiring needs and develop strategic plans to fill vacancies, including the development of hiring pool plans, and the assessment of the impact of upcoming planned civil service examinations and recommend additional civil service examinations needed to meet agency hiring needs.
  • Develop and oversee project plans, tracking and monitoring assignments to ensure adherence to established timelines and prescribed deadlines.
  • Develop, implement, and manage unit and division programs and initiatives, including efforts to improve efficiency, effectiveness, and service delivery.
  • Prepare correspondence, reports, and presentations. Utilize NYC HR systems such as PMS, PRISE, LRS, NYCAPS, and CHRMS, to analyze data and prepare reports.
  • Perform research and respond to inquiries. Work with oversight agencies and DOF business unit partners to facilitate and resolve HR related issues.
