About The Position

The Assistant Director of Development Coordination provides executive leadership and strategic oversight for the state’s land development and transportation coordination efforts. This role is responsible for ensuring that all private development projects, ranging from small commercial entrances to large-scale subdivisions, integrate safely and efficiently into the state’s transportation network. The position manages a multi-disciplinary team of engineers, technicians, and coordinators across four primary functional areas of plan review oversight, Quality & Process control, Traffic Impact Studies (TIS) & Analysis, and Expedited Review Team. The position will require key qualifications and skills in leadership, technical expertise related to land use, strategic planning, and strong communication skills. Drafts, develops and modifies engineering designs, plans and specifications. Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations. Applies the principles and theories of science and mathematics to research and develop solutions to technical problems. Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations. Tests or evaluates materials, equipment, systems and facilities. Plans and coordinates engineering projects. Reviews, analyzes and reports on the status of projects and/or regulatory conformance. Develops cost estimates for project time and materials. Provides technical guidance and training to technical staff.

Requirements

  • Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Five years experience in developing, implementing, monitoring and managing multi-modal transportation programs and projects.
  • Three years experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
  • Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors
  • Applicants must be legally authorized to work in the United States.
  • As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).
