About The Position

Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts. The Assistant Director of Strategic Planning will report to the Director of Strategic Planning and Innovation and will provide overall leadership and guidance to the agency in matters related to policy development, organizational development, organizational change management, data research and statistics, strategic planning and training. The Assistant Director Strategic Planning will perform management activities designed to set priorities, research and implement best practices, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. The knowledge skills and abilities required for this position involves understanding and navigating dozens of NYS information systems, applications, data, infrastructure, current business processes, and as-is state of the NYS Civil Service Merit System. Knowledge of the interfaces, interconnectivity, data flow and their associated complexities are key to the success of this position.

Requirements

  • NON-COMPETITIVE MINIMUM QUALIFICATIONS: Bachelor's degree AND eight years of specialized experience, three of which must be at a managerial level
  • Associates degree AND ten years of specialized experience, three of which must be at a managerial level
  • Twelve years of specialized experience, three of which must be at a managerial level
  • Substitution: A J.D. or master's degree may substitute for one year of specialized experience. A Ph.D may substitute for two years of specialized experience.
  • Specialized experience includes the following: Operations management experience, preferably within a government organization; experience developing and executing strategic visions for large-scale operational transformation initiatives; experience reviewing business processes to identify operational inefficiencies and develop data-driven solutions; experience leading and managing organizational change initiatives by guiding teams through transitions and overcoming resistance to change; and project oversight and coordination of supporting tasks.

Responsibilities

  • Performing high level analysis of data and policy, and identifying and developing data for use in presentations, reports and publications.
  • Facilitating agency-wide strategic planning and tracking and reporting on performance toward meeting goals.
  • Managing agency reporting requirements including developing reports and coordinating agency wide completion of reports.
  • Overseeing the Department's internal training activities.
  • Supervising a diverse staff consisting of business and policy analysts, professional data processing staff, as well as training and support staff.
  • Overseeing the collection and analysis of data to interpret and report findings on current or proposed programs, policies, and legislation.
  • Evaluating the potential impact of proposed programs, policies, and legislation to ensure alignment with Department goals and best practices.
  • Identifying weaknesses in programs and making recommendations for modifications.
  • Providing advice and consultation to agency management on program operations.
  • Determining and prioritizing the agency's research and policy objectives to develop measurable metrics for attaining these goals.
  • Editing and reviewing reports and policy materials prepared by staff.
  • Preparing internal reports and department updates and ensuring distribution to targeted audiences on a monthly and/or quarterly basis.
  • Ensuring that the research and analysis performed by the department meet the highest standards of quality, accuracy, and utility and relevance to target audience.
  • Monitoring and reporting on the impact of enacted legislative changes.
  • Collaborating with program administrators in developing plans for the completion of statutorily mandated annual reports to the Legislature.
  • Overseeing the preparation of briefing materials for executive use prior to legislative hearings which serve as a basic resource in the annual budget cycle.
  • Overseeing the preparation of responses to information requests regarding data under the purview of Civil Service.
  • Performing a full range of supervisory responsibilities.
