About The Position

This position coordinates with state oversight agencies (ACCES-VR and OPWDD) regarding the services that can be provided. The role involves directing all aspects of pre-employment services for participants in the Vocational Services programs, from intake to job placement, including participant screening, job seeking skills training, and job development for services like Community Pre-Voe and Day Habilitation Without Walls. The Assistant Director is responsible for securing job placements, coordinating the maintenance of participant records, managing billing-related reports and data, and serving as a direct liaison to programs such as Supported Employment Program (SEMP), ACCES-VR, Day Habilitation Without Walls, and Community Pre-Voe. This includes outreach to VR counselors to identify candidates and coordinate services. The position also ensures coordination with Job Coaching services, collects and disseminates program information, expands Day Habilitation Without Walls Vocational Services programs by reaching out to schools and performing intakes, supervises the Program Manager and Job Developers on Staten Island, assists with the design and implementation of innovative vocational programs, and provides leadership to the operations of the SI Vocational Department. Maintaining open lines of communication with various internal and external stakeholders is also a key function.

Requirements

  • Minimum bachelor's degree in human services, sales or related field.
  • Excellent communication skills (verbal and written).
  • A minimum of two years' job placement/marketing and/or related business experience.
  • Performs all job responsibilities in full compliant with all applicable laws, rules, regulations, policies and procedures.
  • Adheres to the agency's corporate compliance program, including the code of business conduct, the NYS and federal false claims acts, whistleblower protections and mandatory reporting.
  • Completes corporate compliance training at least annually.
  • Fully cooperates in all corporate compliance investigations and reviews.

Nice To Haves

  • Related supervisory experience preferred.
  • Experience with providing Job Development and Job Placement services to people considered disadvantaged (i.e. people with disabilities, seniors, ex-offenders, etc.).

Responsibilities

  • Directs all aspects of pre-employment services for participants in the Vocational Services programs from intake to ending with job placement (i.e., participant screening, job seeking skills training and job development, including Community Pre-Voe and Day Habilitation Without Walls services).
  • Secures job placements (directly and/or by delegation) in accordance with specific outcomes as defined by state sponsors.
  • Coordinate the maintenance of participant records related to Job Placement/Job Development services in a manner consistent with State and Federal regulations.
  • Manage the provision of billing related reports and data in a format consistent with best billing practices and with standards prescribed by regulatory bodies (State and Federal) and in accordance with agency practices.
  • Serves as a direct liaison to, Supported Employment Program (SEMP) Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR) Day Habilitation Without Walls and Community Pre-Voe programs. Responsible for outreach to VR counselors, for purposes of identifying appropriate vocational services candidates, and coordinating services. Conducts outreach on the individual counselor level, as well as the district office level, as opportunities avail themselves. These functions may be delegated when appropriate.
  • Ensures a direct liaison function with all sponsoring entities (i.e. OPWDD & ACCES-VR) with regard to Job Development/Job Placement functions exclusively.
  • Ensure that all Job Development/Job Placement services are adequately coordinated with all Job Coaching services as managed by the Associate Director-Job Coaching Services.
  • Collects, maintains and disseminates information (i.e. statistical, financial, demographic, etc.) associated with all Job Development/Job Placement functions.
  • Reach out to schools, perform intakes to expand Day Habilitation Without Walls Vocational Services programs, supervise Program Manager & Job Developers on Staten Island.
  • Assists with design, development, and implementation of innovative vocational programs.
  • Supervises and provides leadership to operations of SI Vocational Department (E-Doc, DH Without Walls, Supported Employment, Smile Farms, other vocational initiatives).
  • Maintains open lines of communication between Day Program leadership, Residential leadership, QA/QA and other internal and external stakeholders to ensure smooth operations.
  • Performs other duties as assigned.
