Assistant Director of TU Security/Captain-Patrol will report directly to the Director of TU Security and oversee the Patrol division of the department. Essential Functions (Responsibilities): Operations Perform the operational and administrative duties of an Armed Security Officer. Ensure that the goals of the department and university are being met. · Inform the Director of TU Security of any unusual situations or circumstances that come to their attention. Assume complete charge of an incident without a superior officer. Supervision / Leadership Supervise assigned personnel within the department. Administer recognition and discipline to assigned personnel in a fair and consistent manner in accordance with university policies and procedures. Ensure all employees under their supervision behave professionally, reflecting favorably on the department and university. Assuming the duties and responsibilities of the Director of Security as assigned by the Director. Administrative Evaluate the performance of assigned personnel and complete performance evaluations. Issue and enforce work orders and directives in conjunction with the daily operation of the security department. Coordinate the activities of the Department with other University departments ensuring that the overall mission of the University is accomplished. Assist in the development and implementation of department policies and procedures. Interprets policies, procedures and laws and applies them to campus activities and situations. Attend meetings and serve on committees with the university Departments and employees. Maintaining liaison with federal, state and local agencies and organizations involved in matters of public safety. Responsible for the recruitment and selection process of the Department's Security Officers. Coordinate pre-employment testing, physical examinations, and background checks on all Department Security Officer and Communications Center Dispatcher candidates. Analyze current crime trends and develop strategies to direct the Department's resources towards maintaining a safe campus. Maintain campus crime statistics and manage the Department's centralized records and Maxient reporting system, in compliance with federal guidelines and the Clery Act. Schedule security personnel to ensure adequate shift staffing. Ensure that recognition and discipline of all assigned personnel is conducted fairly and consistently. Assist in the development and implementation of security/traffic control plans for special events occurring on the campus. Conduct the primary investigation of all serious or sensitive incidents on campus. Conduct follow-up investigation on all reported incidents occurring on campus, for the purpose of identifying the offender(s), collection of evidence and the recovery of property. Check all Department reports, completed by assigned personnel, to identify and correct errors. Assist with coordinating and communicating with various public safety agencies, community organizations, officials, and the public; acts as a liaison with federal, state and local agencies; maintains continuous and frequent communications with fire agencies, law enforcement agencies, hospitals, and emergency medical services agencies for liaison and interpretation of emergency management responses and communications. Develop, maintain, coordinate, and present crime prevention and community safety programs. Assist with developing, revising, and implementing various emergency management related plans, including the Emergency Operations Plan and Annexes, Hazard Mitigation Plan, and Continuity of Operations Plan, to ensure compliance with county, state, and federal requirements. Complete payroll for assigned personnel bi-weekly. Serve as the Department's Fleet Management Officer by securing bids for department vehicle maintenance and repairs, maintaining departmental vehicle maintenance records and inspecting department vehicles to ensure proper maintenance and cleanest. Establish metrics and analysis systems to ensure plan reviews and actions are completed promptly. Provide input for After-Action Reviews (AAR) and identify lessons learned for improvement to plans, training, exercises, and emergency events. Ensure operational readiness of the Emergency Operations systems and technologies. Tests and inspects equipment and notification systems for functionality and effectiveness.
