About The Position

This position will assist and support the oversight, direction, administration, and management of the Convention Center Master Plan Team across the multiple components of the plan under the direction of the Director of Convention and Event Services. The AD will also be expected to represent the Director at executive meetings when designated by the Director. The Assistant Director (AD) of Construction and Project Management for the Kay Bailey Hutchison Convention Center Dallas Master Plan will maintain responsibility for managing the contract with the project management team, planning, and allocating resources, preparing budgets, monitoring progress, and keeping stakeholders informed throughout the project lifecycle of the master plan.

Requirements

  • Thorough knowledge of business principles, practices and techniques used in department management.
  • Knowledge of the principles of public administration, engineering principles, architectural principles, project management, and capital construction.
  • Knowledge of capital improvement projects, contract negotiation, cost tracking/budgeting, and revenue generation methods.
  • Knowledge of political process, legislative processes and other human relationship building processes.
  • General knowledge of the hospitality and convention industry.
  • Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
  • Understanding of strategic planning and implementation.
  • Ability to communicate effectively verbally and in writing.
  • 10 years in Project Management, Capital Improvements, Construction Management, Public Administration, or other combined related experience.
  • Ability to obtain Project Management Certification within 6 months of hire.
  • A current driver’s license in good standing is also required.
  • Bachelor's Degree in Public Administration, Engineering, Architecture, Liberal Arts, Finance, or other related field, with preferred certifications in Project Management or Construction Management in addition to registration as professional engineer or architect.

Responsibilities

  • Manages the procured project management team(s) and oversees their work.
  • Communicates with stakeholders and the Director of Convention and Event Services regarding project progress reports on project initiation, project planning, project execution, project monitoring/controlling, and project closing.
  • Develops and adheres to the overall project budget, timeline, and quality control plan in collaboration with the project management team(s) and subject matter experts.
  • Participates in and leads the planning, direction, and oversight of the overall management, administration, operation, coordination, procurement of services and contract negotiations related to the KBHCCD Master Plan and other related capital projects.
  • Monitors, manages, and evaluates priorities for all service and contract delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; builds and fosters strong relationships with contract partners, chambers of commerce, boards, developers, and other interdepartmental partners.
  • Compiles and organizes monthly capital improvement, and marketing/communications reports and provides necessary financial analysis to make budgetary recommendations and strategic decisions; oversees and directs contract compliance and contract negotiations to ensure return on investment for contract dollars spent.
  • Supervises, counsels, and provides direction to managerial and support staff; participates in hiring, training, performance evaluations and other personnel actions to ensure both high productivity and quality standards are maintained.
  • Provides professional assistance in the general administration of the department including department's operating and capital budgets with review of significant variances to resolve budgetary problems.
  • Identifies areas of quality management to enhance productivity through improved work procedures, practices, communication, and accountability.
  • Represents the City at local, state, and national organization meetings at professional activities to maintain a positive image of the City and to create public support for departmental programs.
  • Performs all other work as needed or assigned by the Director.
