Manage functions and services in the HR Compliance Department to include onboarding, fingerprinting, badging, drug testing, background checks, and FMLA. Work closely with the Director, HR Compliance, to achieve district goals. Responsibilities and Qualifications QUALIFICATIONS: Bachelor’s degree. Master’s degree preferred Five (5) years of experience implementing, developing, and/or monitoring employee compliance programs, which may include experience with pre-employment processes, employee investigations and disciplinary actions, coaching and mentoring employees and applying employment laws and regulations. Experience working in a public K-12 school district or other public agency preferred. Three (3) years of supervisory and/or management experience KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of human resources management, including federal and state employment law, HR reporting. Preferred knowledge of certification, and DOE compliance. Ability to plan, organize and implement internal practices and procedures within the fingerprinting area. Must possess research skills to gather the latest information pertaining to Best Practices with onboarding, badging, background checks and fingerprinting compliance. Ability to respond to inquiries or concerns from applicants, employees, Florida Department of Education, or members of the business community. Must possess strong management and interpersonal skills. Ability to supervise employees to achieve department and district goals. Excellent communication skills. Must be able to travel to other locations within the district. Manage all functions and services in the HR Compliance Department to include onboarding, fingerprinting, badging, drug testing and background checks. Establish an effective system of monitoring the onboarding, fingerprinting, drug testing, background checks and badging process, which includes the vendor process. Manage and oversee the workflow process to ensure that all applicants are processed accurately and in a timely fashion. Manage the performance of staff members and provide counseling, mentoring and coaching to maximize employee morale and performance. Ensure that processes and procedures are followed and maintained according to districts goals and objectives. Oversee and provide technical expertise within the fingerprinting, badging and drug testing process. Ensure that the daily operations and functions of the fingerprinting, badging and drug testing are processed and completed in a timely manner. Handle discrepancies and provide solutions to the fingerprinting, badging and drug testing process. Organize, develop, plan and implement onboarding activities designed to enhance new employee customer experience and increase employee retention. Create and maintain daily logs of activities and outcomes within the department. Performs special projects as requested by the Director, HR Compliance in a timely manner. Keep the Director, HR Compliance, informed of critical issues and incidents. In the absence of the Director, manage the workflow process of all functions within the HR Compliance department, which include FMLA, PREO, verifications, performance, SAP data quality control and all other responsibilities. Responsible for interviewing and making hiring recommendations. Provide mentoring and guidance to direct reports. Able to problem solve and provide continuous, constructive feedback. Regularly monitor, evaluate and assess staff performance. Create specific, measurable goals for the direct reports and specific work area. Able to communicate and collaborate effectively. Follow the district’s policies and procedures as related to all HRMD guidelines and the district’s instructional initiatives. Follow the district’s policies and procedures as related to fixed assets. Develop leadership in subordinates. Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position. Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise. Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility. Perform other relevant duties and responsibilities assigned by the supervisor.
