About The Position

This position is responsible for assisting the Director in managing, organizing and coordinating all Health Department activities.   Responsible for developing staff and maintaining compliance with all applicable local, state and federal laws in the delivering of community health and related services to the residents of Harvey County.

Requirements

  • Registered Nurse License in good standing with the Kansas Board of Nursing.
  • Associate’s degree from an accredited college or university in Nursing, with five (5) years of related experience and three (3) years of supervisory experience. Bachelor’s degree preferred.
  • Must possess a valid driver’s license.
  • Must maintain CPR certification.
  • Must maintain current qualifications as outlined by Kansas Department of Health and Environment and Homeland Security including successful completion of ICS 100, 200, 300, 400, 700, 800.
  • Annual participation in the following trainings:
  • KDHE local and regional preparedness exercises
  • Blood Borne Pathogens
  • Packing and Shipping via KDHE
  • Strategic National Stockpile (SNS) and others deemed requirements by local, State, or Federal entities.

Responsibilities

  • Responsible for fostering a work culture that aligns with the values of the County; provides leadership in the delivery of superior services to County residents and businesses.
  • Implements the goals and objectives for various Departmental operations; specifically clinically-based operations.
  • Provides leadership and management to all assigned staff. Audits work on a regular basis to ensure adherence to pertinent regulations. Directs staff on complex work and interpreting the application of policy and procedure.
  • Directs the work of and manages assigned clinical staff. Assists in interviews and selection of Department’s new employees. Provides training and instructions and ongoing development needs. Provides coaching, counseling, and mentoring to allow for optimal performance. Assigns tasks, reviews work and prepares performance evaluations, and performs disciplinary action. Recommends employee transfers, promotions, and discharge.
  • Researches, recommends, develops and implements policy and procedures for operational effectiveness, sustainability, and safety. Monitors operations for efficient and effective application of Department policies, procedures and standards.
  • Communicates, in consultation with Director, with Medical Director/Public Health Officer for standing orders, disease outbreak, and other clinical issues.
  • Develops work plans and strategies to meet Department needs, both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures clear direction, proper implementation and Department conforms to legal requirements.
  • Gathers, interprets, prepares, and presents data for quality improvement studies and reports; identifies, recommends, and implements continued improvement initiatives.
  • Recommends priority health areas for research to Information/Community Outreach Specialist.
  • Serves as electronic health record/billing system (EHR) administrator. Responsible for incorporating EHR changes as they are integrated into the department.
  • Assists in the development of the annual department budget, providing budgetary requests for operational and capital needs. Monitors budget throughout the year.
  • Assists Director with daily operations where needed and ensures the Department continues to function in the absence of Director.
  • Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes with Director’s approval.
  • Prepares and completes reports as required.
  • Assists with and/or manages the Emergency Operations Center environment that may be staffed for extended periods of time.
  • Evaluates and implements goals and objectives; monitors and ensures compliance with applicable Federal, State, and local laws, rules and regulations.
  • Provides an excellent experience for all clients by demonstrating courteous and cooperative behavior when interacting with the public and County staff; ensures staff provides an excellent experience for all clients.
  • Supervises and coordinates staff, handling employee concerns and problems, assigning work and counseling.
  • Other duties as assigned.
