DEPARTMENT OVERVIEW: Goodwill SWPA’s Human Services division is responsible for making Goodwill’s overarching vision a reality: enhancing people’s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs. Within the Human Services Division is the Adult Workforce Programming department, which focuses on employment-related education and workforce development services for individuals aged 18+ who experience significant barriers to employment. Examples of programs handled by the Adult Workforce Programming department include Work Ready and Earn through SNAP and TANF. POSITION SUMMARY: The Assistant Director of Adult Workforce Programming supports the planning, implementation, and oversight of all adult workforce development programs. This position serves as a key leadership role within Employment Services, providing operational oversight, staff supervision, performance management, and cross-program coordination to ensure high-quality service delivery and strong program outcomes. Working closely with the Director of Adult Workforce Programming, the Assistant Director supports the effective execution of program strategies, compliance with funder and regulatory requirements, and continuous improvement across adult workforce initiatives. The Assistant Director also collaborates with the Senior Director of Employment Services to support alignment of Adult Workforce Programming with Goodwill of Southwestern Pennsylvania’s broader employment strategy and system-wide employment initiatives. With program sites spanning the Southwestern Pennsylvania region, this role includes regular travel to foster collaboration, strengthen internal and external partnerships, and support teams across the broader community.

Requirements

  • Associates degree in Social Services, Education, Communications or other related field AND 5 years of relevant experience required. OR Bachelors degree in Social Services, Education, Communications or other related field AND 3 years of relevant experience required. Masters degree in Social Services, Education, Communications or other related field AND 1 year of relevant experience required.
  • Strong leadership, coaching, and team-building skills.
  • Demonstrated ability to manage complex programs and competing priorities.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills.
  • Experience with human services or workforce data systems.
  • Proficiency with Microsoft Office and related software.

Responsibilities

  • Support the Director of Adult Workforce Programming in day-to-day management, hiring, and operational oversight of adult workforce programs.
  • Assist with the development, implementation, and refinement of program policies, procedures, and operational workflows to ensure consistent, high-quality service delivery.
  • Identify operational challenges and performance gaps and recommend solutions to improve efficiency, staff effectiveness, and participant outcomes.
  • Monitor program performance, outcomes, and service delivery across adult workforce initiatives.
  • Supervise, coach, and support assigned management, supervisory, and professional staff, including hiring, onboarding, performance management, and professional development.
  • Ensure adherence to divisional standards and best practices, while partnering with the Director to establish and implement policies and procedures that support department compliance with contractual, regulatory, accreditation, and funder requirements.
  • Support internal monitoring, audits, corrective action plans, and continuous quality improvement efforts.
  • Collaborate with the Senior Director of Employment Services to support alignment of Adult Workforce Programming with Goodwill’s broader employment strategy and system-wide initiatives.
  • Support cross-program coordination and integrated service delivery across Employment Services.
  • Represent Adult Workforce Programming in internal and external meetings, committees, and workgroups as assigned.
  • Assist with partnership development and strategic initiatives in response to community and workforce needs.
  • Assist with budget development, monitoring, and financial oversight for adult workforce programs.
  • Support contract implementation, amendments, renewals, and required reporting.
  • Review financial and programmatic data to ensure alignment with contract requirements and organizational priorities.
  • Be knowledgeable of and follow all applicable regulations, procedures and policies for Goodwill of SWPA as the employment sites, including but not limited to attendance, training requirements, and safety policies and procedures.
  • Be aware of and follow guidelines for all applicable regulatory entities such as Department of Public Welfare, Department of Labor, and PA Department of Education.
