About The Position

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a skilled Assistant Deputy Director (SPSA, Option 1) to serve in the Office of Community Development. The Office administers the federally funded Community Development Block Grant program and similar grant programs. The Assistant Director will be responsible for compliance and accountability, implementing protocol and procedures to assure the Office meets various federal and state requirements, and long-term strategic planning. They may develop new programs as funds allow and oversee staff assigned. We invite qualified applicants with strong grant administration skills with experience in program development and accountability to apply for this position.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with coursework in public administration, social services, business or closely related fields of study.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization and/or community development related grants and programs.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver's license.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.

Nice To Haves

  • Prefers four (4) years of experience administering federal and/or state grant programs from conception to closeout.
  • Prefers three (3) years of experience in programmatic administration of Community Development Block Grants.
  • Prefers three (3) years of experience developing, implementing and evaluating new and revised standards and procedures and interpreting departmental and external policies.
  • Prefers two (2) years of experience analyzing and interpreting data to develop comprehensive, accurate reports that support information decision making.
  • Prefers two (2) years experience in developing and delivering presentations with and without PowerPoint; facilitating training sessions, and providing technical assistance to diverse audiences.
  • Prefers two (2) years experience working with Grant Accountability and Transparency Act requirements.
  • Prefers two (2) years of experience communicating effectively to executive staff, peers, staff and the public in multiple formats.

Responsibilities

  • Plans, develops, implements and controls strategic long-term planning for the Office of Community Development.
  • Develops and formulates policy to assure compliance with state and federal regulations and recommends to the Deputy Director program changes and implementations that will improve overall operating efficiency of the Office.
  • Plans and directs programs funded with special allocations within the Office, consistent with the Agency’s mission.
  • Insures that accurate prevailing wage rates are paid by the contractors working on Community Development Block Grant (CDBG) funded construction projects by following federal guidelines and rules.
  • Plans and manages all audit and accountability materials.
  • Communicates programmatic information to local governments, grant administrators, interested groups and organizations.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
