About The Position

The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. Position Objective: Direct, control, administer, and oversee all activities associated with the contracting and purchasing of specific, consolidated, multi-agency inventory and non-inventory assets/services required by the MTA Operating Departments, including the acquisition of capitally funded assets such as rolling stock. Additionally, in order to maintain superior customer service, the Assistant Deputy Chief Procurement Operations (ADCPO) will serve as a high-level liaison, on a dotted line reporting basis to the president of the operating agency. This will ensure a full awareness of the needs of the agency and will enable the Assistant Deputy Chief to represent the agency in all matters of procurement and supply chain priority.

Requirements

  • Must have knowledge of Procurement Operations / Supplier Management; ERP / Business and Supply Chain Systems.
  • Must have knowledge of visualization tools, Power BI, Tableau, etc.
  • Must have the ability to comprehend high-level business strategy objectives and effectively develop/execute 'roadmaps', milestones, detailed implementation plans, and KPI's.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the MTA Board.
  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the New York State Government, the New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area(s) of responsibility.
  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
  • Demonstrated analytical capabilities and quantitative skills.
  • Bachelor's degree.
  • Minimum 14 years related experience in procurement operations, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred. A Master's degree in Business, Supply Chain, or related field may substitute for up to 1 year of experience. A Juris Doctorate degree may substitute for up to 1 year of experience.
  • 5+ years managing process improvement and efficiencies.
  • Experience in Lean concepts in supply chain, operations.

Responsibilities

  • Negotiates or oversees negotiations with the corporate heads of major, multi-national organizations for costly and complex awards that include, but are not limited to, new trains and buses.
  • Negotiates or oversees negotiations on new technology and complex, multi-faceted service contract awards in support of various areas.
  • Counsels executive staff/senior management on recommended strategies associated with long-term category/department business plans.
  • Directs sound procurement approaches, incorporating effective inventory management practices, to ensure the availability of critical inventory materials and services necessary for safe and efficient operations
  • Discuss with the planning team the demand/forecast analysis, resultant buy decisions with delivery scheduling, and expediting and inspection coordination.
  • Through collaboration with Supply Chain Strategy, develops and implements strategies, policies, and procedures related to purchasing and contracting processes and goals.
  • Develops and implements strategies, policies, and procedures for legal and technical sufficiency, method of solicitation, risk analysis, alternate sourcing efforts, submission requirements, bid/proposal evaluation, responsibility determinations, payment terms, maximization of M/WBE/SDVOB goals, vendor qualification, and performance reviews.
  • Counsels executive staff/senior management on procurement strategies and business/commercial issues presented by current and future contractual relationships, ensuring a thorough understanding of the benefits/risks inherent in the contracting process.
  • Is held accountable for overseeing and evaluating contractor performance, where applicable: Observing the work performed by the contractor; Reviewing invoices and approving them if the work meets contractual standards; Addressing performance issues with the contractor when possible; and Escalating issues to other parties as needed.
  • Active and visible change agent that develops employees and creates a climate of continuous improvement, high engagement, motivation, flexibility, and agility. Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
