About The Position

This is a Career Service Assistant Community Health Nursing Director position working in the Lee County Department of Health. Your Specific Responsibilities: The Assistant Community Health Nursing Director assists the Executive Community Health Nursing Director in the overall administration of the Florida Department of Health in Lee County (DOH-Lee) Community Health division with a concentration on clinical programs and services. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Incumbent handles protected health information on a need to know basis following Department of Health, HIPAA, and Information Security and Privacy policies, protocols, and procedures.  Incumbent abides by State/Federal laws governing health information.  Responsible to maintain confidentiality, security, and integrity of protected health information. This position has access to the following data sets: Lab, Medical Records, IMM, STD, HIV, and TB, and has the responsibility of being the Information Owner for Community Health as defined in DOHP 50-10, Information Security and Privacy Policy. Ensures all staff complete required training and are offered additional training. Plans and distributes workloads, monitors, and evaluates workflow. Assists in identifying problems, seeking solutions, and implementing change.  Maintains an effective work unit.  Supervises all aspects of maintenance of clients’ health record according to DOH-Lee guidelines.  Works to assure high levels of customer satisfaction.  Compiles and monitors productivity reports to assess performance and analyze clinic operations.  Shares results with clinic staff and implements corrective action plans, as needed. Regularly meets and consults with clinic staff to identify problems. Assists in the development or revision of policies, procedures, position descriptions, performance standards, staff orientation and development.  Participates in employee recruiting, interviewing, and hiring. Completes and certifies Employee Activity Reports (EARS) and timesheets in a timely and correct manner as mandated by policy and procedure. This position is responsible for the clinical operations (planning, directing, organizing) of specified community health services staff and provides programmatic oversight for Tuberculosis, Refugee Health, School Health, Employee Health, and Immunizations. This position interprets and facilitates department policy to ensure uniform delivery of services within and throughout assigned community programs.  Establishes and maintains standards of care for community health nursing care delivery and nursing practices standards.  Conducts periodic reviews of client medical records to ensure proper delivery and documentation of services, using chart audit tools and other processes, as needed.  Assures quality of care services and provides technical assistance to nurses and health support staff.  Serves as a professional resource to staff.  Plans, creates, implements, and evaluates procedures, policies, and protocols for community health nursing practices and community health programs, assuring compliance with local policies and all related state and federal programmatic requirements, rules, and regulations. Assesses quality and utilization of services and resources by Forecasting future programs needs Developing plans for maintenance and continuous improvement of services, and making recommendations to Executive Community Health Nursing Director and/or supervisory staff Coordinating with the training department the development and implementation of plans for continuing education and in-service training of appropriate staff Participating in quality assurance meetings, community outreach meetings, educational conferences and presentations, billing audits, quarterly medication room audits, and record reviews Assuring that nursing policies and procedures are reviewed and updated on a regular basis and are consistent with all laws and the community health nursing practice standards Participating in annual strategic planning meeting Collecting statistical data and preparing comprehensive reports regarding health services and or community health program activities Actively participating in the disaster planning process and responding to emergencies Integrating and implementing new programs into clinic services for the community Participating in grant writing preparation for Community Health and ongoing submission of associated grant reports Assists in budget preparation and monitors revenues and expenditures as appropriate and according to program requirements.  Performs clinic and clerical duties as needed in times of high volume and staffing shortages, including providing direct patient care. Public Health Preparedness Lead instructor for Special Needs Shelters (SpNS) Refresher Nursing Skills (Course ID: 1063635) Assist in reviewing Special Need Shelter applications for eligibility Lead and direct emergency clinical services (e.g. vaccinations, specimen collection and testing, and medication dispensing) during preparedness activations Assist Preparedness Division in planning for emergency clinical services in regard to medical countermeasures (e.g. supplies and logistics, staffing requirements, scope of practice, nursing protocols, and nursing training/education) Serve as a member of the department’s incident management team (e.g. Operations Chief/deputy or Clinical Services Branch Director/deputy) Epidemiology Responsible for clinical oversight for Epidemiology division Reviews local clinical protocols for Epidemiology Acts as clinical liaison and consultant for Epidemiology Other Duties: Information Owner: This position has the responsibility of being the Information Owner for the following information set(s): Employee Health, School Health, Immunizations, Immunizations-Field, TB, Refugee Health Program, and will perform related duties as defined in DOHP 50-10.  This position has the responsibility of being the Alternate Key Custodian for the Employee Health, Immunization and TB secure area(s) at the Michigan location, and, in the absence of the Key Custodian, will perform related duties as defined in DOHP 50-10.  Performs other duties as assigned.

  • A bachelor's degree from an accredited college or university with a major in nursing or a related field and three years of professional nursing experience, including two years of supervisory, administrative, consultative, or educational public health nursing experience, and licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Code 210-8.27

  • Incumbent must possess a valid Florida Driver License and have a reliable motor vehicle to carry out these duties.

  • Required to maintain a current Basic Life Support CPR with AED (BLS) certification.
  • Must be willing to undergo FIT testing.
