About The Position

The Assistant City Manager serves under the direction of the City Manager. The ACM is responsible for directing administrative work relating to the full range of municipal management issues. Duties include directing the activities of the city directors and City departments. The ACM interprets policies for other administrative officers, employees of the City, and other interested parties. The incumbent resolves problems or conflicts that may arise in City government and helps establish good management practices and direct the administrative staff. Subject to general supervision and policy determinations of the City Manager, duties of this position are carried out with latitude, judgment and discretion. Work is subject to evaluation based on results achieved.

Requirements

  • A bachelor's degree in public or business administration or related field; and five (5) years of experience in management positions, of which at least one-half would be in a high-level position, with a progressively increasing level of responsibility and experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Must possess a valid Class "C" Texas Driver License and be insurable.
  • Must pass pre-employment criminal background check and drug screen at City's expense.
  • Must successfully complete Emergency Management and Incident Command Training within first three months of hire date.
  • Public administration principles of organization, management, and budget preparation.
  • Basic laws, ordinances, and regulations underlying the municipal corporation.
  • Research techniques and the sources and availability of information.
  • Public Works Operations Engineering, drainage and infrastructure projects.
  • Carry out brief, general instructions of a superior, effectively and with dispatch.
  • Analyze a variety of administrative problems, make sound recommendations as to their solution, and prepare working procedures.
  • Ability to handle special projects of diverse nature as assigned.
  • Ability to deal with public relation issues and various types of citizen inquiries tactfully, courteously, and in a professional manner.

  • Maintain effective working relationships with the City Directors, various special interest groups and the general public.
  • Perform a broad range of supervisory responsibilities over others.

  • Produce written documents in English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.

Nice To Haves

  • Bilingual: English/Spanish preferred.
  • Some knowledge on Public Works Operations, Streets and Drainage preferred.

Responsibilities

  • Oversees and implements major programs and services for the city.
  • Supervises and manages work services, strategies, and the implementation of city-wide goals, collaborating with various departments to ensure effective execution.
  • Meets with citizens to address their concerns, inquiries, and requests, to find resolutions and maintain positive community relations.
  • Provides regular updates and detailed reports to the City Manager.
  • Identifies and resolves operational concerns within city departments.
  • Assists the City Manager in meetings with citizens, community organizations, and elected officials, providing expertise, support, and representation.
  • Interprets policies and provides staff direction on policy as well as policy and procedural revisions.
  • Carries out the City Manager's directives regarding interpretation of policies and represents the City Manager in resolving problems and conflicts with City government.
  • Investigates and reports to the City Manager on questions of interdepartmental procedures or interpretation of responsibility.
  • Assists in planning, coordinating, and directing work relating to the preparation of the City budget: provides input on operational considerations during budget discussions.
  • Conducts research and develops recommendations on City-wide work methods, policy and procedures, programs, services and other administrative issues.
  • Supervises research, procedural and administrative issues.
  • Processes complaints and requests received by the City Manager's office by obtaining needed information and preparing replies
  • Represents the City Manager's office in intergovernmental, interdepartmental, community, and professional meetings, as required.
  • Sets tone that integrated risk management is valuable for demonstrating accountability.
  • Ensures that a supportive learning environment exists for risk management including sensible risk taking and learning from experience.
  • Provides guidance and training opportunities to build risk management competencies.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
