About The Position

ASSISTANT CITY MANAGER PAY GROUP: 35 City of Seguin Pay Schedule SUMMARY OF POSITION : The Assistant City Manager (ACM) supports the City Manager in the overall administration, strategic planning, and operational management of the city. This position provides executive-level leadership across multiple departments, oversees key initiatives, and serves as City Manager in their absence. The ACM plays a critical role in implementing City Council policy, improving organizational performance, and delivering high-quality public services to the community. The Assistant City Manager (ACM) will also actively support the City Manager through participation in employee engagement activities, community events, and after-hours work-related and social activities.

Requirements

  • Demonstrated knowledge of : municipal services with an emphasis on utilities.
  • Excellent working knowledge of and ability to: apply public administration practices and procedures; federal, state and municipal laws, codes, ordinances and regulations related to administrative and financial issues; research, analysis and interpretation of complex and/or sensitive municipal issues; and city policies and procedures .
  • Knowledge of: budget procedures, contract management and performance management.
  • Demonstrated ability to: select, develop, organize, motivate, and effectively utilize staff within and across departments to build inter-organization collaboration to help achieve required results.
  • Ability to: recognize, evaluate, and respond adequately to a variety of issues that may be faced by the city; communicate effectively, orally and in writing; gather, compile, analyze, and evaluate a variety of data and make sound decisions; successfully establish good working relationships with city employees, departments, elected officials, government officials, members of public boards and commissions, and with the general public; adapt to various leadership and management practices to changing circumstances; deliver feedback to peers and team members in ways that effectively promote personal and organizational learning and growth;
  • Good general understanding of principles of general and personnel management, economic development, budgeting procedures and multi-funded financing operations.
  • Bachelor's degree in public administration, engineering or business administration and ten years' experience in municipal/utility management or master's degree in public administration with six years' municipal/utility management experience or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Valid Texas driver's license with acceptable driving record.

Nice To Haves

  • Senior Management or Department Head experience strongly preferred
  • ICMA Credentialed Manager (CM) designation preferred or ability to obtain

Responsibilities

  • Assist the City Manager in directing and coordinating citywide operations and services.
  • Oversee assigned departments (e.g., Planning and Codes Department, Main Street/Destination Management, Facilities Department, Parks and Recreation, Golf Course, Utilities and Capital Projects and Engineering).
  • Review, amend, approve agenda item submittals for departments under the Assistant City Manager's direct supervision.
  • Lead major projects, strategic initiatives, and cross-departmental efforts.
  • Participate in policy development, long-range planning, and budget preparation.
  • Supports the City Manager at employee engagement activities, community events, and after-hours work-related and social activities.
  • Serve as acting City Manager when designated.
  • Support labor relations, contract negotiations, and performance management as assigned.
  • Work closely with Electric Utility consultants on the following: 1. Development and recommendation of electric utility rates. 2.Acquisition of wholesale power proposals, subsequent reviews and recommendations of wholesale power providers.
  • Works closely with staff, consultants, and wholesale power providers on developing a natural gas hedging plan to help mitigate possible price spikes that will negatively impact rate payers.
  • Works closely with Water/Wastewater rate consultants in the development and recommendation of rates.
  • Assists Utility Billing personnel on the application of rates mitigating impact to customers in time of significant weather events.
  • Ensure compliance with federal, state, and local laws and regulations.
  • Foster positive relationships with elected officials, staff, residents, businesses, and partner agencies.
  • Maintains accessibility on a 24-hour basis for emergencies.
  • Performs such other duties as may be assigned.
