About The Position

The City of Portage is looking for an analytical and detail-oriented Civil Engineer for our Assistant City Engineer opportunity. Are you ready to join a team that builds infrastructure one block at a time? The team executes and engineers construction management; operation and maintenance of streets, traffic signals, and utilities; performs engineering of commercial and private development site and plat plans, administers permits for ROW work, utility extensions and connections; traffic signal timing; pavement evaluation and rating; water quality assessments and so much more.  There is no city without Transportation & Utilities!

Requirements

  • The ability to prepare plans and estimates of infrastructure projects is required.
  • BS Degree in Civil Engineering (BSCE) or a related field with a minimum of 3 years of civil engineering experience, including storm and wastewater, soil erosion, and project management.
  • The Engineer-In-Training (EIT) certification is required.
  • Strong communication skills and the ability to manage multiple projects at the same time.
  • A valid driver’s license with a good history.
  • Work in the office and out in the field.

Nice To Haves

  • PE certification is preferred.

Responsibilities

  • Review site plans, plats, and other private developments to ensure conformance to approved design plans and applicable laws, ordinances, and resolutions.
  • Drafts and reviews documents relating to all phases of public works, including subdivision and utilities ordinances and regulations.
  • Confer with citizens, municipal officials, contractors, engineers, and developers to answer inquiries and advise on plan review, engineering or environmental issues, laws, and ordinances.
  • Prepare plans, specifications, and estimates regarding the National Pollution Discharge Elimination System (NPDES) Phase II permitting for the city.
  • Perform stormwater management and soil erosion reviews for private and public construction projects.
  • Serve as a liaison to the County Drain Commissioner and various local stormwater, soil erosion, and watershed planning organizations.
  • Review project proposals or plans to determine the time frame, funding limitations, and procedures for accomplishing projects, designs, and specifications for city and road utility construction projects.
  • Review developer plans to ensure adherence to engineering standards and ordinances related to transportation and utility projects.
  • Assist in the preparation of specifications and requests for proposals on transportation and utility construction projects. Work with potential vendors to provide field data, design data, and other requested information.
  • Inspect public and private sanitary sewers, water, streets, and storm sewer improvements.
