About The Position

The Assistant City Engineer performs complex professional work assisting the City Engineer with the supervision and operational activities of the engineering department and related work as apparent or assigned. This position represents the City at meetings with partner agencies on large scale projects, coordinates planning, development, design, easement acquisition and construction of local and federal public improvement projects, assists the City Engineer with the development of the budget and capital improvement plan, coordinates engineering review of planning projects, developments, grading permits, and other development related activities. This position also prepares council reports and represents the engineering department in public meetings including city council and other public meetings and hearings. This position serves a key role in the Engineering Division and work involves setting policies and goals under the direction of the City Engineer. Continuous supervision is exercised over the Senior Project Manager, and one Engineering Technician II. The Assistant City Engineer will also serve as the acting City Engineer during the absence of the City Engineer.

Requirements

  • Bachelor's degree in civil engineering or closely related field.
  • Five (5) years of Civil Engineering experience and some supervision experience or equivalent combination.
  • Valid driver's license.
  • Professional Engineer (PE) licensure in the State of Minnesota or ability to obtain within six (6) months of employment.
  • Knowledge of civil engineering principles, practices, and methods in the areas of highway and bridge design, construction methods and materials, traffic control systems and devices, highway maintenance, and drainage systems.
  • Knowledge of federal, state, and local laws, rules and regulations relating to highway, bridge and ditch systems designs, construction and maintenance, land acquisition and traffic control.
  • Working knowledge of federal and county state aid funding programs and methods of obtaining project approvals.
  • Knowledge of government and personnel administration, management techniques and organizational development.
  • Ability to effectively communicate, both orally and in writing, have strong positive public relations skills, and to present technical information to a variety of audiences.
  • Ability to perform work involving complex and significant variables requiring analytical ability and inductive thinking in adapting policies, procedures, and methods to fit situations.
  • Working knowledge of local, state, and federal statutes, laws, and ordinances relevant to department operations.
  • Analytical ability to solve a widely varied complex and significant variables.
  • Ability to apply professional principles and judgement within overall goals/direction established by senior management.
  • Ability to have regular interaction with persons of influence involving considerable tact, discretion, and persuasion to negotiate important agreements.

Nice To Haves

  • Professional Engineer (PE) licensure in the State of Minnesota
  • Master's degree in civil engineering or related field.
  • One year of supervisory experience.
  • Experience working with ArcGIS.
  • Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese language(s).
  • Experience working with people from various cultural, socioeconomic, racial, and ethnic backgrounds.

Responsibilities

  • Plans, coordinates, and supervises the operational activities of the engineering staff.
  • Coordinates planning, development, design, easement acquisition, and construction of local and federal public improvement projects.
  • Coordinates water resources planning, policies, and activities, and verifies that they are in compliance with local, state, and federal standards.
  • Prepares council reports and represents the engineering department in public meetings including City Council and other public meetings and hearings.
  • Coordinates activities with other departments, consultants, utilities, and other governmental agencies related to development.
  • Respond to resident calls, issues, and requests; assist staff with resident issues and response.
  • Supervise and approve engineering review of projects and permits for other divisions and departments within the City.
  • Administers Council action items, work directly with other departments regarding engineering items, provide assistance to other departments for engineering questions.
  • Leads projects for other departments.
  • Leads the City's participation in joint projects with neighboring Cities.
  • Oversees the City's implementation to the Federally Mandated MS4 program.
  • Assists the City Engineer with hiring and assists private utilities with their projects in the City's right of way.
  • Serves as Acting City Engineer in absence of City Engineer
  • Performs other duties as assigned.
