Under general direction, employee plans and prioritizes the majority of work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Work is generally reviewed only for technical adequacy, appropriateness of actions or decisions, and conformance with policy or other requirements; the methods used in arriving at the end result are not usually reviewed in detail. The employee is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. Assigns work based on varying capabilities of employees; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary, including rejecting the work. In accordance with Massachusetts General Laws Chapter 41, Section 49A, the Assistant Auditor is appointed by the City Auditor with approval of the Mayor and shall be sworn to the faithful performance of his/her duties. The Assistant Auditor may, in the absence of the Auditor, perform his/her duties and when performing such duties shall have the powers and be subject to the requirements and penalties applicable to the Auditor. The Assistant City Auditor is responsible for assisting the City Auditor with maintaining financial, accounting, administrative and personnel services in order to meet legislative requirements and support municipal operations. Responsibilities include but are not limited to assisting the City Auditor to ensure accurate maintenance of all city financial records and proper preparation of departmental budgets. Oversee, compile and produce the City's financial reporting; ensure that all applicable laws are followed.

Requirements

  • Bachelor's degree in accounting, finance, public administration, or business administration, supplemented with 3-5 years of experience in governmental finance, preferably at the local level; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
  • Thorough knowledge of municipal accounting and auditing principles, practices and procedures
  • Thorough knowledge of generally accepted accounting principles, promulgation's of UMAS, Governmental Accounting Standards Board (GASB), and GAAP accounting standards and applicable Massachusetts General Laws, regarding finance, insurance and procurement
  • Knowledge of municipal budgetary functions
  • Knowledge of financial software applications
  • Thorough knowledge of the operations of City departments.
  • Ability to develop effective working relationships with department personnel, subordinates and with the general public
  • Ability to express oneself clearly and concisely orally and in writing.
  • Ability to design financial management reports.
  • Excellent organizational skills
  • Excellent data processing skill in the use of personal computers and financial software including word processing and spreadsheet applications.
  • Excellent analytical skills.

Responsibilities

  • Processes garnishment payments
  • Processes 1099 tax forms for the City and monitors W2 totals for calendar year end
  • Monthly and yearly breakdown and posting of the trust funds
  • Quarterly reconciliation of the Chapter 90 funds
  • Posting and processing of the approved Council Orders
  • Posting of the approved FY Budget orders
  • Coordinates Munis software computer securities; authorizes access and established users in coordination with the IT department
  • Maintains budget control; reviews budget activity
  • Ensures contracts are kept and monitored for the City
  • Reconciles General Leger
  • Supervise the accounts payable process and performs back up account's payable duties
  • Performs year end closing of accounts
  • Assists external auditors with yearly audit
  • Performs special projects as requested
  • Performs a variety of related duties
