About The Position

The Human Resources Division within the Hamilton County Clerk of Courts plays an important role in supporting a compliant, inclusive, and high-performing workplace. Reporting to the Chief Human Resources Officer, the Assistant Chief of Human Resources provides leadership in overseeing and coordinating core human resources functions, including recruitment and selection, onboarding and employee experience, learning and development, workforce reporting, and special initiatives. This position supports the overall direction of the Human Resources division while helping ensure consistency, accountability, and compliance across HR operations. The Assistant Chief works closely with the Chief Human Resources Officer to strengthen processes, improve service delivery, and support departments in meeting their workforce needs. The Assistant Chief of Human Resources demonstrates the office’s core values of respect, integrity, kindness, and service to others in both leadership and daily operations. The Assistant Chief of Human Resources is expected to demonstrate the following: Leadership and Sound Judgment – Provides guidance on personnel matters, supports implementation of HR initiatives, and exercises independent judgment when managing complex projects and priorities. Operational Oversight and Accountability – Helps ensure HR services are delivered consistently and effectively, maintains accurate documentation, and supports compliance with applicable laws, policies, and procedures. Collaboration and Service Focus – Builds and maintains productive working relationships with leadership and staff, supports workforce planning efforts, and approaches challenges with a practical, solutions-oriented mindset. Use of Data and Continuous Improvement – Reviews workforce metrics and trends to inform decision-making and identify opportunities to strengthen programs and employee engagement. This role functions as a senior leader within the Human Resources Division and supports both long-term planning and day-to-day operations to ensure the division effectively serves the organization.

Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or a related field required.
  • Seven (7) years of progressively responsible experience in human resources, including experience in recruitment, employee relations, compliance, training and development, and workforce reporting.
  • Any equivalent combination of education, certification, experience, and training which provides the required knowledge, skills, and abilities.

Nice To Haves

  • Public-sector experience preferred.
  • Professional certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) preferred.
  • Ability to: Provide leadership and guidance across multiple HR functions while maintaining alignment with organizational priorities.

Responsibilities

  • DIVISION LEADERSHIP & HR OPERATIONS: Support the Chief Human Resources Officer in directing and coordinating the daily operations of the Human Resources Division.
  • Provide leadership, oversight, and guidance across recruitment, onboarding, training, reporting, and employee engagement functions.
  • Assist in establishing division priorities, goals, and performance standards.
  • Monitor workflow distribution, timelines, and project progress across the HR team.
  • Act on behalf of the CHRO in assigned matters or during periods of absence, as appropriate.
  • TALENT ACQUISITION & ONBOARDING OVERSIGHT: Oversee recruitment strategies and hiring processes to ensure consistency, timeliness, and compliance.
  • Partner with hiring managers on job descriptions, candidate screening, interviews, and offer processes.
  • Oversee end-to-end onboarding through the first year of employment, ensuring a consistent and positive employee experience.
  • Monitor first-year retention and engagement trends; recommend improvements as needed.
  • LEARNING & DEVELOPMENT LEADERSHIP: Oversee the design, implementation, and evaluation of training programs aligned with organizational needs.
  • Conduct or guide needs assessments and identify skill gaps across departments.
  • Collaborate with internal subject matter experts and the training team to ensure effective program delivery.
  • Evaluate training outcomes and recommend adjustments to improve effectiveness.
  • STRATEGIC INITIATIVES & PROJECT MANAGEMENT: Lead division-wide projects that support workforce and operational objectives.
  • Develop timelines, track milestones, and ensure initiatives remain aligned with organizational goals.
  • Support organizational change efforts and process improvement initiatives.
  • Recommend enhancements to HR systems, policies, and workflows.
  • COMPLIANCE & POLICY SUPPORT: Support interpretation and consistent application of employment laws, regulations, and internal policies.
  • Review and contribute to policy development and procedural updates.
  • Ensure documentation practices meet audit and regulatory standards.
  • WORKFORCE METRICS & REPORTING: Oversee tracking and analysis of HR metrics related to recruitment, retention, turnover, attendance, compensation, and diversity.
  • Prepare or review quarterly HR reports and ad hoc analyses for leadership.
  • Use data trends to inform strategic planning and recommend program adjustments.
