About The Position

The DGS Division of Fleet Management Services (DFMS) is looking for a senior accountant to join our team as our Assistant Business Manager. The mission of DFMS is to provide safe and efficient passenger type vehicles to state employees. This position supports this by performing all accounting functions for the Division of Fleet Management Services, performing purchasing for the Division, and assisting the Business Manager in daily activities. Job duties include, but are not limited to: Establishing internal accounting procedures and monitor for compliance with some 175 State agencies and institutions. Auditing and verifying purchases made by fleet management. Reconciling receivables and maintaining general ledger for expenditures, receivables, and vehicle purchases or sold vehicles. Order office supplies and maintain supply cabinet, including processing required items through eVA procurement software. Maintain janitorial contract and resolve issues regarding contracts and purchases as they occur. Learn and develop knowledge and skills to serve as the DFMS Business Manager when needed. This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement. We've got great benefits! Requirements

  • Office administration experience, including experience creating and managing electronic files.
  • Extensive accounting experience, including experience with payables, receivables, general ledger entries, and accounting reports.
  • Experience providing technical assistance in accounting and/or financial policies and procedures.
  • Working knowledge and experience with accounting principles and processes, including the Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB).
  • Demonstrated ability to analyze business and accounting transactions and data and to make sound, defensible conclusions and recommendations.
  • Experience with purchasing, using and reconciling purchase cards, and automated procurement systems.
  • Experience with automated financial and accounting systems.
  • Strong computer skills, including advanced proficiency with spreadsheets.
  • Demonstrated ability to communicate effectively orally and in writing.
  • Demonstrated ability to manage multiple competing priorities, to organize and schedule own work, and to manage day-to-day activities to meet deadlines
  • Demonstrated ability to work independently as well as with others.

Nice To Haves

  • Virginia Contracting Associate (VCA) certification. Candidates who do not have this certification must obtain it within 12 months of hire.
  • Experience with providing technical assistance in accounting and/or finance for the Commonwealth of Virginia.
  • Experience preparing accounting reports and attachments.
  • Experience with PeopleSoft and/or Cardinal Financial management software.
  • Experience with eVA procurement software.
