About The Position

At the Washington State Department of Corrections (DOC), our mission is to improve public safety by positively changing lives. A strong and strategic financial foundation is essential to this work - and we're seeking a dedicated public servant to join our budget team as the Assistant Budget Director. In this key leadership role, you will oversee agency-wide budget analysis, development, and monitoring of DOC's operating budget. You'll lead recurring budget processes and projects, set timelines, direct work, and ensure accurate, timely financial data is available to support executive decision-making. This position ensures compliance with the legislative budget, guides fiscal and program planning, and assists with the preparation and execution of the agency's operating budget, including the development of decision packages in accordance with Office of Financial Management (OFM) requirements. The successful candidate will coordinate and oversee key budget activities such as reporting for Executive and Senior Leadership, chart of accounts management, compensation modeling, global adjustments, and systems oversight. Collaboration with Budget Office leadership, Accounting Services, and other fiscal staff is essential to ensure accurate financial reporting and effective resource management. Requirements

  • High School diploma or GED
  • A minimum of five (5) years of professional experience in fiscal management to include budget and analysis with preference to state government budget experience
  • Demonstrated experience in managing projects, preparing reports, evaluating proposals, making collaborative decisions in a team and leadership environment, and following through with timely deliverables
  • Work experience performing complex financial and statistical analysis
  • Knowledge and application of advanced management principles, including budget building and development, and financial planning and management
  • Experience developing financial cost estimates for programs and cost estimates for policies and workload
  • Using excellent communication skills (verbal and written), communicate and prepare complex materials in a comprehensive and understandable manner to a diverse audience employing plain talk
  • Able to learn a subject quickly and decipher the necessary steps to accomplish any particular assignment

Nice To Haves

  • Bachelor's degree in business, management, or public administration from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent
  • Demonstrated analytical skills, using data to make decisions and constantly improve performance.
  • Advanced skills in Microsoft Excel in order to develop and maintain complex spreadsheet and complex formulas to include "if"
  • Experience with legislative process including bill analysis and fiscal note preparation.

Responsibilities

  • Managing and oversight of all agency budgets which could look like:
  • Coordinating and supervising operating biennial and supplemental budget development from start through completion to include adhering to internal timelines, all while ensuring timely and quality submittals to the OFM
  • Approving of agencywide official allotments to balance by program/fund/account/fiscal year and to have agencywide oversight of the DOC submittal/adjustments of official allotments including quarterly allotment adjustments and unanticipated receipt allotments ensuring agencywide budget adherence to authority
  • Assuming responsibility for approving control totals of total operating budget by Fiscal Year (FY) by expenditure authority program, funding sources, expenditure authority indices, and at least operational leader so that the DOC budget balances to our legislative operating expenditure authority by Fiscal Year.
  • Fiscal Impact Analysis which could look like:
  • Leading predictive and descriptive modeling, data mining, forecasting, processes for the collection, classification, analysis, and interpretation of data to reveal patterns, anomalies, key variables and relationships, leading ultimately to analysis that will guide agencywide decision making efforts.
  • Leading budget staff involved in meeting operating budget dates of interest (internal and external)
  • Publishing dates to budget office staff, and tracks all operating budget dates of interest from OFM and legislative staff to ensure timely completions
  • Reviewing and approving Fiscal Notes
  • Supervise Staff
  • Develop and Justify Budget Projections
  • Serve as Key DOC Stakeholder
  • Lead/Mentor and Train Staff/Provide Customer Service
  • Lead and Oversee Agency Drills
  • Serve as Subject Matter Expert and Lead
