About The Position

This position is responsible for the daily operation and management of Duxbury Beach, the promotion of all related public access, liaising with the Duxbury Beach Reservation (DBR) on all endangered/protected species limitations (parking, space, cars, people etc.) and maintaining essential partnerships with the public, DBR, Harbor, Police, Recreation, DPW, Conservation, Town Manager departments and others as necessary). The Assistant Beach Operations Administrator has training and experience in applicable federal, state and local laws, bylaws, regulations, beach law enforcement, beach management and environmental fisheries/wildlife law enforcement and management. Work schedule shifts to ensure adequate coverage and includes nights, weekends, special events and holidays as needed.

Requirements

  • Valid Massachusetts Driver’s License
  • Qualified to operate all division equipment and vehicles
  • Ability to work outside of normal business hours to include evenings, weekends, and holidays; attend evening meetings and emergency situations as necessary.
  • Operate standard office equipment and computers, motor vehicles, all-terrain vehicles, and two-way radios.
  • Must be eighteen (18) years or older.
  • Comprehensive knowledge of current principles, practices, law, statutes, codes, ordinances, and terms and Thorough knowledge of applicable Massachusetts General Laws, town bylaws, and regulations relating to Duxbury beaches.
  • Ability to deal effectively and diplomatically with the public, government agencies, other town employees, and other appropriate public and private organizations often in highly stressful situations.
  • Ability to enforce rules and regulations firmly, fairly and impartially.
  • Ability to operate motor vehicles in severe and hazardous weather conditions.
  • Ability to efficiently plan and supervise all division employees including the work of subordinates.
  • Ability to deal effectively and cordially with all persons using the beach and shorelines.
  • Ability to collaborate with the DBR to efficiently coordinate any and all beach access as relates to endangered /protected species.
  • Operation of the aforementioned equipment.
  • Supervisory and Administrative skills.
  • Basic computer skills for word processing, databases, and spreadsheets.

Nice To Haves

  • Bachelor’s Degree or greater in natural resources, conservation, natural resource management, environmental management, recreation management, business management, public relations, public administration, public facing social media communication experience, related field or extensive specialized education and/or training in beach management preferred, or one to three or more years of experience in management including supervisory experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Responsibilities

  • Liaises with the DBR on protection and management of endangered/protected species and subsequent habitat with regard to limitations on Duxbury Beach (parking, space, traffic management, cars, people etc.):
  • Thoroughly understands Federal and State permits and requirements that allow patrons onto Duxbury Beach and enforces beach permit, parking, closures and restrictions rules, regulations and requirements
  • Maintains essential partnerships with the public, DBR, Harbor, Police, Public Works, Conservation and other departments as necessary to successfully manage the operations, enjoyment, enforcement of applicable rules, regulations, access, management and control of Beach.
  • Works in concert with Town Manager, Recreation Director, and Beach Operations Administrator on the management of the Town’s DBR lease process and related terms, duties and responsibilities
  • Promotes usage of all Town beaches providing public access in fair, friendly, fun manner
  • Manages public partnership through Interactions at the beach, Communication (social media, signs, rules) and education campaigns (what is the beach to the Town, why is the beach important, existing, revised and/new rules, regs, etc.)
  • Collaborates with Human Resources (HR) to recruit, hire and onboard employees, then consults with HR as necessary on supervision, evaluations and progressive discipline as necessary:
  • Trains employees and provides instruction or advice in handling unusual circumstances; ensures that fair and proper supervision is provided within department; promotes good departmental morale and communication, works to resolve employee issues, delegates and assigns non-routine work
  • Ensures all employees present a professional appearance and attitude at all times.
  • Manages employees to maintain an excellent standard of customer service
  • Works to create a safe beach environment for employees and patrons.
  • Develops and models positive working relationships within all beach divisions (both Town and DBR)
  • Provides daily supervision and guidance to all Town beach employees (beach rangers, beach lifeguards, parking attendants, work crews) including managing internal workflow; planning schedules, monitoring and recording absences and time accrual balances for payroll
  • Assist the Beach Operations Administrator in developing, implementing, and monitoring the division’s policies, programs and procedures.
  • Assist the Beach Operations Administrator in developing, providing and updating policy, procedure, protocol master document for use in the field as necessary
  • Ensures proper installation, coordination and maintenance of beach infrastructure, equipment and Town owned property, including vehicles, restrooms and portable toilets, parking lots, lifeguard stands, walkways and stairs, signage, traffic equipment (barrels, cones, sawhorses, etc.) and trash receptacles
  • Will assist DBR with ensuring proper installation and deployment of beach wheelchairs, mobility mats and signage
  • Prepares, administers, monitors and ensures compliance with Department budget, including vehicle depreciation and procurement
  • Assist the Beach Operations Administrator in purchasing, maintaining, safeguarding and inventorying supplies necessary for beach operations such as equipment, paper products and employee uniforms
  • Works with Department Head to reviews and authorizes payment for invoices associated with beach expenses
  • Plans, approves and coordinates beach special events, including field trips, functions, parties and photography shoots for third parties and the Town as per Special Event permitting process
  • Assists the public by answering questions and furnishing information, manages difficult customer service requests with regard to the beach, including permits, parking, hours of operations, dog walking, etc.
  • Documents, via incident report, damage to beaches, buildings or vehicles and immediately reports them to supervisor for further communication to DBR and Town Manager’s Office
  • Reports all incidents that result in damage incurred to DBR property to DBR management and provides related incident reports
  • Works with Treasurer/Collector as necessary to process and issue permits, placards and parking stickers
  • Oversees the opening and closing of all beach facilities, and delegates as necessary to Lead Beach Ranger
  • Reports any marine animal distress to proper authorities, supervisor and DBR
  • Assist the Beach Operations Administrator in preparing and administering the beach division’s budgets, reports, functions, office duties and tasks as required.
  • Under supervision of the Beach Operations Administrator and with input from the Chief of Police, oversees civilian Beach patrol functions (monitoring and enforcement of beach rules and Town bylaws not MGL, managing traffic, issuing parking tickets, ticketing unleashed dogs) and escalation to law enforcement as necessary
  • Safeguards all town equipment, directs and models the safe and responsible operation of divisional vehicles and usage of specialized tools and equipment.
  • Assist the Beach Operations in managing records, including research and application for grants, permits, licenses, etc.
  • Manages maintenance of the beach division’s vehicles including motor vehicles, and all-terrain vehicles.
  • after consultation and approval from supervisor determines when to close off-road vehicles and/or bathing due to inclement weather, heavy surf, riptide, unusually high tides, dangerous marine life and other conditions in the interest of public safety
  • Work schedule shifts to ensure adequate coverage and includes nights, weekends, special events and holidays as needed.
  • Performs all other related job duties as necessary.
