As an Assistant Airport Operations Duty Manager, you will perform daily airport management functions to inspect, monitor, and enforce safety and security procedures to ensure the safe, efficient, and secure operation of the airport complex. Assistant Airport Operations Duty Manager Works under the general supervision of an Airport Operations Duty Manager Supervisory or under the direction of on-shift supervisory personnel, and in the absence of the Airport Operations Duty Manager Supervisory, may receive work assignments from an Airport Operations Duty Manager. Serves in the Airport Operations Department at Washington Dulles International Airport (IAD) or Ronald Reagan National Airport (DCA). Performs airport management functions with responsibility for the safe, efficient, and secure operation of the airport complex (airside, terminal, and landside). Maintains constant awareness of changing conditions, activities, and requirements affecting airport operations. Maximizes safety and security with minimal disruption to airport operations. Conducts inspections and enforces compliance with the Airports Authority’s Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Security Administration Regulations, and Federal Aviation Regulations. Performs related functions. GENERAL RESPONSIBILITIES Under the general direction of on-shift supervisory personnel, patrols assigned portions of the airport on foot, by vehicle, or by other approved measures to ensure compliance with the Airport Security Program, Airport Certification Manual, other Federal regulatory requirements, and airport rules and regulations. terminal buildings and the Air Operations Area (AOA) ramp area for any unusual events or conditions, including news media and accidents. Inspects the operational condition of the airport complex including, but not limited to, landside activities, concourses, terminal facilities, runways, taxiways, hold bays, fuel farm, safety areas, imaginary surfaces, NAVAIDs, lighting systems and perimeter security, during each tour of duty and ensures compliance with all related guidelines and requirements. Responsible for implementation of the airport’s vehicle control program. Monitors the Air Operations Area (AOA) and ramp area for normal operations and/or any unusual events or conditions including but not limited to safety and security incidents or accidents. Monitors the passenger processing facilities such as the Main Terminal and Concourse areas including curbs, security checkpoints, customs facilities and various passenger transport modes to ensure normal passenger processing. Identifies and mitigates issues which could disrupt normal processes. Monitors landside ground transportation and pedestrian areas including but not limited to roadways, parking areas, general vehicular circulation, sidewalks, and waiting areas to ensure normal operations, general cleanliness, and for any unusual events or conditions. Documents problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions. Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports for airport facilities. Consults with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways. Performs safety and security inspections of identification badges, personnel, facilities, vehicles, goods, and services for compliance with airport rules and regulations. Performs testing of security measures as directed to determine the effectiveness of security measures and/or to ensure compliance with the Airport Security Program. May conduct training for contractor security guards, monitors the services provided, and informs the Airport Security Manger and the Contracting Officer’s Technical Representative (COTR) of any concerns. Under the general direction of on-shift supervisory personnel, directs tenant and Airport personnel on resolution of safety or security issues and intercedes to mitigate tenant ramp operation disputes, seeking on-shift supervisory guidance or assistance to resolve complex issues. Under the general direction of on-shift supervisory personnel, conducts investigation, mitigation and resolution of safety and security incidents and concerns including but not limited to the issuance of Notices of Violation for failure to comply with airport rules and regulations. Under the general direction of on-shift supervisory personnel, may take immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises. Under the general direction of on-shift supervisory personnel, may coordinate or conduct inspections, investigations, or corrective actions with other Federal and State agencies and airline officials. May serve as first responder to airport emergencies and other significant events, taking control of the scene until relieved by a senior official. Performs other duties as assigned.
