About The Position

Under general supervision, the Asbestos Program Specialist II performs technical and professional duties in a statewide asbestos abatement regulatory program.

Requirements

  • A bachelor's degree in natural or physical sciences or a related technical field: or
  • An associate degree in a technical field and at least 3 years of environmental health or related experience: or
  • A high school diploma and at least 5 years of environmental health or related experience.
  • Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

  • Must have valid state driver's license, and ability to operate personal and state-owned vehicles.
  • Ability to use computers and data management software.
  • Knowledge of agency work processing software.
  • Ability to communicate and work effectively with the public and coworkers
  • Ability to understand and apply policies and procedures.
  • Ability to understand complex written and oral instructions, project designs, and asbestos building inspection reports.
  • Ability to prepare clear, concise, and comprehensive oral and written reports
  • Must be able to attain and retain asbestos licenses in all required disciplines
  • Must be able to train and lead others in understanding and implementing the federal and state asbestos regulations.
  • Daily travel throughout the state.
  • Occasional overnight travel.

Nice To Haves

  • Current training certificates for any/all asbestos disciplines.
  • Knowledge of ePermitting database and how the section uses forms to issue abatement and demolition licenses.
  • Proficiency in Spanish.
  • Understanding of the technical aspects related to state and federal asbestos regulations.
  • Ability to prepare clear, concise, and comprehensive oral and written reports.
  • Ability to attain and retain asbestos licenses in all required disciplines.
  • Ability to train and lead others in understanding and implementing the federal and state asbestos regulations.

Responsibilities

  • Process asbestos abatement project notifications, demolition project notifications, and license applications for asbestos abatement entities. Maintains license and notification databases on the computer. Track inspection and compliance assistance activities. Scan and categorize all licensed projects and related documentation into electronic database.
  • Respond to inquiries regarding asbestos and asbestos abatement. Provides intermediate level consultation to contractors and licensees.
  • Perform inspection of asbestos abatement operations, including entry into contaminated areas and collecting samples of suspect material. Document inspections by preparing reports regarding regulatory compliance and adherence to good work practices. Provide assistance to district personnel and coworkers to ensure proper inspection and report presentation.
  • Assist in preparing and conducting enforcement actions for violations of the asbestos regulations.
  • Assist in continuing development of the asbestos regulatory program by participating in revising regulations, establishing more efficient in-house procedures, etc.
  • Perform other related duties as required.
