AREA PERMIT ENGINEER - (CIVIL ENGINEER IV)

About The Position

This position is accountable for protecting the district’s right-of-way investment and improving the safety and efficiency of traffic movement in an assigned geographic area on the district’s highway system (suburban, urban, or rural environments) through the investigation, evaluation, and preparation of access, private, utility, and roadway closure permits.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Four years of experience in civil engineering.
  • Requires a valid driver’s license.
  • Requires districtwide travel for site visits and occasional statewide overnight travel to attend conferences, training, or meetings.
  • Requires the ability to work outdoors and traverse uneven terrain.
  • Requires successful completion of a background screening.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Two years in construction and highway design including responsibility for project oversight.
  • Knowledge of the Manual on Uniform Traffic Control Devices and the application of temporary traffic control in work zones.
  • Ability to make independent judgment decisions within departmental permit policy guidelines.
  • Strong oral and written communication skills.

Responsibilities

  • Provides for the safety, efficiency, and capacity of the state’s highway system when recommending approval of permit applications and during permit construction.
  • Provides detailed technical evaluation of permit applications.
  • Inspects and supervises the construction of all issued permits to ensure compliance with the specifications and a quality product.
  • Provides timely completion of all required permit documents and correspondence.
  • Trains, motivates, and evaluates subordinate personnel, if assigned.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
