About The Position

Aquatics Programs Manager: The Aquatics Programs Manager leads and oversees all aquatic operations, staff, and programming for the District. This role is responsible for planning, promoting, developing, scheduling, implementing, and evaluating aquatics services while ensuring operational excellence, regulatory compliance, and an exceptional customer experience. This position plays a key leadership role in advancing community engagement, maintaining high safety standards, and supporting the District's mission and brand- The Brushy Creek Life .

Requirements

  • Bachelor's degree in Business, Recreation, Physical Education, or related field (or equivalent experience)
  • 5+ years of leadership experience managing aquatics staff
  • 3–5 years of experience in aquatics operations and program development
  • 3–5 years of lifeguarding and swim instruction experience
  • Maintain current certification/license, or ability to attain certification/license within 90 days of hire: American Red Cross Adult and Pediatric First Aid/CPR/AED.
  • Lifeguard Instructor (LGI)
  • Water Safety Instructor (WSI)
  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO)
  • Lifeguarding Instructor Trainer (LGIT) (or ability to obtain within 1 year)
  • Valid Texas Driver's License (or ability to obtain)
  • Must be able to work flexible work schedules and irregular hours including weekdays, weekends, holidays, and evenings.

  • Water Safety Instructor Trainer (WSIT)
  • NRPA Aquatic Management Professional (AMP) certification
  • Experience in strategic planning, forecasting, and financial analysis
  • Strong problem-solving and relationship management skills
  • Knowledge of maintenance operations and emergency/disaster planning

Responsibilities

  • Leadership & Staff Management Recruit, hire, train, supervise, and evaluate aquatics staff
  • Conduct regular team meetings, performance evaluations, and staff development initiatives
  • Develop and implement a structured mentorship program to support employee growth and retention
  • Ensure proper staffing levels and scheduling through electronic systems
  • Lead monthly staff meetings and lifeguard in-service training in compliance with Texas Administrative Code
  • Aquatics Operations & Safety Ensure full compliance with all local, state, and federal regulations
  • Develop and enforce standard operating procedures, safety protocols, and risk management practices
  • Oversee daily aquatic facility operations, including water quality, chemical systems, and safety inspections
  • Coordinate preventative maintenance, repairs, and long-term facility improvements
  • Maintain a safe, clean, and welcoming environment for all patrons
  • Programs & Community Engagement Plan, implement, and evaluate aquatics programs aligned with community needs and District goals
  • Promote programs and events to increase participation and community engagement
  • Oversee contracted programming (e.g., swim teams, American Red Cross programs)
  • Represent the District at community events, meetings, and presentations
  • Strategic Planning & Administration Develop and manage the aquatics budget, including forecasting and resource allocation
  • Analyze program performance using data and cost recovery models
  • Prepare reports for leadership, Board, and advisory committees
  • Maintain accurate operational records and performance metrics
  • Ensure timely updates to website, program guides, and registration systems
  • Collaboration & Reporting Report operational updates, risks, and concerns to the Recreation Manager and General Manager
  • Collaborate with internal teams and external partners to align with District objectives
  • Support overall Parks and Recreation Department initiatives
