About The Position

This position serves as an Application Systems Specialist responsible for design, development, implementation, and ongoing support of custom applications, system integrations, and HL7 interfaces across DSOHF. The role focuses primarily on technologies including .NET, SQL Server, REST APIs, and Mirth Connect for HL7 integration. The position ensures that custom-built applications and interfaces effectively support clinical and operational workflows, meet DHHS standards, and operate reliably and securely within the enterprise environment. The specialist acts as a technical expert for custom development efforts, data integrations, and interface workflows connecting DSOHF systems with Epic and other enterprise platforms. The role also contributes to enhancement planning, system documentation, change management processes, and the long-term modernization of legacy DSOHF systems.

Requirements

  • Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development; or Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; or High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience

Nice To Haves

  • Proficiency in .NET (C#) application development and software engineering practices.
  • Strong experience with Microsoft SQL Server, including query development, stored procedures, optimization, and schema design.
  • Hands-on experience with HL7, interface mapping, and interface engines such as Mirth Connect.
  • Understanding of healthcare interoperability standards (HL7 v2.x, FHIR, CCD, X12 preferred).
  • Experience analyzing complex workflows and translate business requirements into system logic.
  • Strong troubleshooting skills for application, database, and interface issues.
  • Knowledge of version control systems (e.g., Git), SDLC practices, and secure coding standards.
  • Effective communication with technical and non-technical stakeholders.
  • Experience managing multiple projects, meet deadlines, and work independently.

Responsibilities
