About The Position

The City of Phoenix is seeking a senior-level Applications Portfolio Management Lead to provide strategic oversight and operational leadership for enterprise applications supporting municipal services. This role focuses on application lifecycle strategy, modernization, governance, and vendor management while aligning technology initiatives with business goals.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, or related field
  • 6+ years of experience managing enterprise applications and technical systems
  • Experience with: Application lifecycle management, Vendor-supported systems and enterprise environments, Operational and technical oversight
  • 100% onsite role (Phoenix, AZ)
  • Local candidates only (must be available for in-person interviews)
  • Must be able to start within 2 weeks of offer

Responsibilities

  • Manage and oversee enterprise application portfolio supporting critical business operations
  • Lead application rationalization, modernization, and optimization initiatives
  • Develop and maintain application lifecycle roadmaps (upgrades, modernization, retirement)
  • Evaluate technical debt, risks, and cost impacts for strategic decision-making
  • Collaborate with stakeholders to align technology with business objectives
  • Provide oversight for development, integration, testing, deployment, and support
  • Review technical designs, architecture, and implementation strategies
  • Guide teams during complex incidents, upgrades, and high-risk changes
  • Track project progress, metrics, and operational performance
  • Deliver executive-level reports on application health, risks, and milestones
  • Utilize tools like Power BI for dashboards and reporting
  • Manage vendor relationships and contracts
  • Oversee budgets and capital improvement initiatives (CIP)
  • Ensure business continuity, disaster recovery, and compliance standards
  • Support audit activities and governance frameworks
