Mano Lani LLC is looking for an enthusiastic, well-qualified individual to fill the Windows Applications Administrator position. The Applications Administrator for Windows provides comprehensive application administration support for all Windows-hosted applications within the Defense Travel Management Office (DTMO) Enterprise Infrastructure. This position is responsible for the full lifecycle management of Government Off-The-Shelf (GOTS) and Commercial Off-The-Shelf (COTS) applications, including installation, testing, deployment, debugging, updating, event logging, and patching. The Applications Administrator for Windows serves as the Subject Matter Expert (SME) to DTMO for all supported Windows applications, providing technical guidance and support to DTMO users and IT managers. Key technologies supported include Windows Server, Internet Information Services (IIS), Microsoft Structured Query Language (SQL), and Splunk. The position requires monitoring the DTMO Passport website and applications during core business hours (0600 to 2200 Eastern Time, Monday through Friday) and providing on-call support for mission-critical incidents outside of core hours. The Applications Administrator for Windows coordinates closely with DMDC IT System Administrators to resolve infrastructure-related issues, supports disaster recovery testing, participates in Governance Board processes, and applies ITIL best practices for incident management and root cause analysis.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field (Microsoft Certified Solutions Associate (MCSA) certification (accepted in lieu of bachelor's degree)
  • Relevant professional experience in systems or application administration may substitute for formal education in some cases
  • 5+ years experience in application administrator for Windows Server enviroments
  • Experience administering Windows-based applications in enterprise or government environments
  • Strong knowledge of Windows Server operating systems and Microsoft Windows environments
  • Experience with application installation, configuration, troubleshooting, and lifecycle management
  • Familiarity with Active Directory, group policy, and Windows system services
  • Experience with Internet Information Services (IIS)
  • Understanding of system monitoring, performance tuning, and troubleshooting techniques
  • Experience supporting change management, patch management, and system updates
  • Ability to diagnose and resolve application issues in coordination with technical teams
  • Strong analytical, organizational, and problem-solving skills
  • Ability to work effectively within cross-functional IT teams and federal program environments
  • Strong written and verbal communication skills

Responsibilities

  • Install, test, deploy, debug, update, and patch DTMO GOTS and COTS applications on Windows platforms
  • Troubleshoot application concerns and respond to inquiries from application users
  • Support logging software that captures security events and feeds into DMDC-approved software
  • Configure user access and monitor system stability and security through the software development lifecycle
  • Coordinate with DMDC IT System Administrators to resolve infrastructure-related issues
  • Perform application maintenance, review error logs, and resolve reported errors
  • Provide technical support and guidance to DTMO users and IT managers
  • Support setting up external connections, whitelisting activities, port and protocols, submission requests, and validations
  • Develop and maintain technical documents such as network diagrams, standard operating procedures, and ports and protocols lists
  • Support Governance Board processes including documentation development, change request review, level of effort estimates, impact assessments, and stakeholder coordination
  • Support disaster recovery tests to reinstate DTMO Passport website
  • Restore normal operation after incidents, prepare root cause analysis, and apply ITIL best practices
  • Respond to production outages within 10 minutes by notifying government IT manager
